Duties

In this position, you will:

  • Plan and carry out the full range of supervisory and managerial authorities related to assigning work, setting and adjusting priorities, coordinating with other programs, providing management advisory services, technical work direction.
  • Guide consistent methodologies used by team in reporting, correlation, and analysis of data; establish CMMS techniques, principles, and procedures to formulate strategies that guide improvements in data maintenance and reporting.
  • Direct the planning and scheduling, forecasting, and preparation of all planned maintenance job activities. Ensure that planned jobs are completely documented, resourced and coordinated through the application of industry best practices, quality assurance, and after-action reviews.
  • Oversee the Predictive Maintenance group, managing initial asset information, condition documentation, equipment commissioning verification, establishment of baselines for condition¬ based monitoring technologies. Develop monitoring strategies for collection of asset condition information based on individual criticality assessments of the Asset.
  • Provide authoritative and expert professional advice on maintenance, reliability, and life cycle management issues and serve as a consultant to management and engineers on Federal laws, regulations, directives, standards and new industrial guidelines, techniques in application of predictive technologies

Qualifications

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-13 level in the Federal Service.  For this position, specialized experience is defined as managing a facilities maintenance support team, that was responsible for the administration of a computerized maintenance management system, processes, projects, development of maintenance schedules, procedures and safety requirements using the best maintenance and management practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants for this position may be evaluated in multiple stages. The first stage is an evaluation of your responses to the online multiple-choice questions that assess your experience, education, and/or training for the job related competencies below:

  • The ability to set performance standards for subordinate supervisors and evaluate their performance; serves as reviewer for appraisals they make of their subordinates and the ability to evaluate the work performance of subordinates; set priorities and give advice, counsel, or instruction to employees on both work and administrative matters.

  • Knowledge of techniques that apply to computer maintenance management systems (CMMS), data management principles, best practices for data quality and reporting of asset life cycle information.

  • The ability to direct the development of professional maintenance plans that provide work guidance, procedural instruction, forecasting of work, and facilitates the coordination of maintenance activities to all stakeholders.
  • Knowledge of typical facility equipment, data collection / monitoring, that applies best suited predictive technology and knowledge of asset commissioning and best practices to establish equipment acceptability and baseline monitoring strategies.

  • Presents technical conclusions and recommendations, defends conclusions to support consideration for strategic decisions made by Senior Leadership of SI and Skill in written and oral communications in development of maintenance procedural guidance, standards, and proposals. Providing presentations to diverse stakeholders within and outside the Smithsonian.

  • Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.
  • Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied.
