Summary

This position is located in the Office of Inspector General, Office of Audit, District or Headquarters Audit Office. The incumbent serves as an Appraiser.

Part of HUD's mission is to provide quality, affordable homes for all. The housing HUD insures and funds must be decent, safe, sanitary, and in good repair, including being free from health and safety issues such as lead, mold and other hazardous conditions. Duties

Help

As an Appraiser, you will:

  • Participate in complex, multi-district audits and investigations of various program operations relating to appraisal activities (e.g., real estate/valuation, construction/cost analysis, and housing quality standards inspections assignments.)
  • Evaluate the impact of new or modified appraisal, real estate, tax, and environmental legislation on current or projected appraisal standards and assesses the impact on HUD policies, goals, and objectives.
  • Provide expert testimony in court or deposition regarding property evaluations and techniques, cost analysis of new existing and rehabilitated properties that were funded with Federal Funds.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience is one year of experience at the GS-12 level, or equivalent, which is directly related to the position as listed in this announcement and has equipped the candidate with the knowledge, skills, and abilities to perform the duties of the position successfully.
Specialized experience is defined as follows:

- Completing appraisals and appraisal reviews, both non-physical and physical on Single Family (1 to 4 unit), multi-family property appraisals, and appraisals related to Uniform Relocation Assistance and Real Property Act (Uniform Act) property appraisals; AND
- Experience providing technical assistance and policy guidance on a wide array of appraisal related issues; AND
- Analyzing and resolving appraisal valuation issues and assessing related collateral risk; AND
- Interpreting and communicating laws, regulations, policies and procedures of mortgage insurance programs.


Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT (CONTINUED):
- A one year probationary period may be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

- Pass a detailed background investigation.
- Be willing to travel an average of 10-15 days per month.
