Summary

The Office of Management and Planning (OMP) provides financial, procurement, human resources, administrative, and information technology (IT) services support to the OIG staff. The OMP ensures state-of-the-art IT systems capabilities for the OIG, advises the Inspector General and OIG senior management on budget issues and human resources staffing matters, directs OIG internal management and support operations, and oversees development of and adherence to management policies and procedures.

As an Supervisory Resources Executive at the GS-0501-15 grade level, some of your typical work assignments may include, but are not limited to the following:

  • Directs the OIG's overall financial management activities, including budget planning, preparation, programming and execution; program funding.
  • Maintains liaison with senior NASA budget and finance officials in order to conduct OIG business.
  • NASA and OIG financial management policy implementation and execution within the OIG; and staff accounting, allocation and reporting.
  • Represents the Assistant Inspector General for Management and Planning on committees, councils, and special working groups and at conferences and professional organizations.
  • Directs Policy, Planning and Analysis staff who carry out special projects and manages special projects related to OIG program issues of broad impact, such as those on an agency or nation-wide level.
  • Leads, supervises, or undertakes special projects, ongoing analyses, investigations and initiatives that have high priority for senior leadership.
  • Provides employees resources and information that insures a safe and healthy work environment.
  • Develops OIG-wide budget programs, policies, procedures and reviews, and analyzes and interprets directives of the Office of Management and Budget (OMB) which represent basic policies and procedures for preparation and submission of budget estimates.
  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities. Prepare schedules for completion of work assignments work based on priorities, selective consideration of the difficulty and requirements of assignments.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-14 grade level in the Federal service performing the following duties:

  • Developing, justifying, and executing budgets that require interaction with leadership and colleagues to perform mission operations.
  • Evaluating complex projects, programs, and policy to ensure good health of financial management activities within an organization.
  • Providing financial advice, status reports, and guidance to management and/or senior leadership on business operations.
  • Performing supervisory and management duties pertaining to assigning work, evaluating performance, recruiting for vacancies, recommending promotions and awards, taking disciplinary action and resolving grievances. AND
  • Monitoring expenditures, assessing the financial condition of projects, and sharing/communicating with management and/or senior leadership to ensure cost-effective support of programs and policies.
