Summary

The Office of the Chief Financial Officer is seeking candidates to serve as Financial Management Specialists across their organization. You will be responsible for the review and processing of financial transactions, payments, approvals, and funding. The work requires you to effectively communicate with management, peers, resource analysts, internal and external stakeholders.

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Research and apply qualitative and/or quantitative methods to analyze accounting or travel data to ensure transactions are accurately recorded.
  • Identify and resolve financial discrepancies within the prescribed data and provide corrective measures to staff or leadership.
  • Advise on day-to-day financial transactions, such as payments, approvals, funding and financial operations, adhering to laws, regulations, policies, and precedents for the agency.
  • Review and examine transactions, research required information, and identify appropriate entries to ensure the system accurately reflects the data.
  • Provide guidance about general financial management procedures, use complex accounting functions, such as analyses and reconciliations, financial reporting assignments, accounting control, obligations and cost transactions.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level:

  • Assisting with financial management or operational accounting processes (i.e. travel, disbursements, vouchers, processing payments or other financial transactions) in a team environment;
  • Assisting in collecting financial data to analyze, reconcile, and/or resolve financial discrepancies;
  • Responding to inquiries verbally or in writing involving financial related processes.

OR

b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field

OR

c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field

OR

d) LL. B or J.D, if related

OR

e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
  • Performing financial management or operational accounting processes (i.e., travel, disbursements, vouchers, processing payments or other financial transactions) using automated financial tools;
  • Supporting staff to research, analyze, reconcile, resolve, and/or interpret financial data;
  • Performing research and providing support to internal and external stakeholders on financial related topics.

OR

b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field

OR

c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field

OR

d) LL.M., if related

OR

e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
  • Performing accounting, financial management, or travel related tasks to advise on or resolve operational or strategic issues;
  • Utilizing qualitative or quantitative methods to analyze, reconcile, and/or interpret financial data to improve products and services;
  • Providing guidance and collaborating with internal and external stakeholders or team members on financial processes.
