Help
  • Provides direct planning and application assistance to land-users on tribal land.
  • Works with individual land users to complete an inventory of resources, formulate alternatives, and develop basic resource management plans.
  • Conducts information and education activities with Tribal Conservation Districts and public of the programs and services available from the Natural Resources Conservation Service.
  • Works within a team concept with the district conservationist(s) to establish and maintain good working relations with tribal leadership, tribal staff, committees, and others who have resource conservation interests and responsibilities.
  • Provides direct assistance to producers to plan, design, and evaluate conservation practices.

  • This position is designated for random drug testing under Departmental Regulation DR 4430-7922-2 dated April 2011. This position must complete and pass a Pre-Employment Drug Testing before entrance on duty (EOD).
  • This position requires field work where dangerous wildlife are common. Passing courses in bear safety and firearms handling on an annual basis and the legal ability to carry a firearm, are required for this position.
  • This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996.
  • Certification of compliance with 18 U.S.C. 922 (g) and (n) National Rifle Association Shotgun Safety and handling certification.
  • A service agreement is required for authorization of relocation expenses and allowances.
  • An employment agreement may be required for a time-limited appointment.
  • The incumbent performs duties in a supportive manner of a safe and healthy environment. The incumbent exercises caution and maintains all safety requirements when exposed to dangerous objects, chemicals, and extreme conditions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-9 grade level for consideration for the GS-11 grade level).

Basic Education Requirement:
Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science;
OR
Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education comparable to a 4 year degree. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.

Evaluation of Education: Education that provided specialized knowledge and skills in soil and water conservation is more valuable than education that imparted broad but general knowledge and skills. Courses in soil fertility, soil chemistry, soil genesis, plant physiology, plant science, and field crops are examples of specialized courses that contribute towards meeting the required 12 semester hours as described above. Courses in the physical sciences or engineering such as geology, civil engineering, and hydrology also meet the soils, crops, or plant science course requirements where such courses included a complete introduction to the physical, chemical, and biological properties of soils.

Evaluation of Experience: Experience that included the application of techniques, principles, and methods from a variety of agricultural and natural resource fields is appropriate, given the interdisciplinary character of the soil conservation occupation. For example, experience gained in a specialized field such as soil science, forestry, or agronomy is as fully acceptable as experience directly obtained in soil conservation work.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience GS-09 level: You must possess at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service, or comparable experience not gained through federal service. This experience must include knowledge of the principles and theories of soil and water conservation and related sciences such as biology, agronomy, and forestry, in identifying conservation related problems. Examples of specialized experience include:

  • Providing technical assistance or guidance to area and field offices in the application of natural resource conservation programs:
  • Assisting in the implementation of policies and procedures related to resource conservation planning, contracting, and conservation management systems;
  • Developing soil, water, and resource conservation plans for landowners, conservation groups, and/ or units of local government;
OR
Substitution of education in lieu of specialized experience for the GS-09 level: two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering;
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

Specialized Experience GS-11 level: You must possess at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service, or comparable experience not gained through federal service. This experience must include knowledge of the principles and theories of soil and water conservation and related sciences such as biology, agronomy, and forestry, in identifying conservation related problems. Examples of specialized experience include:
  • Providing technical assistance and guidance to area and field offices in the application of natural resource conservation programs;
  • Assisting in the implementation of policies and procedures related to resource conservation planning, contracting, and conservation management systems;
  • Developing soil, water, and resource conservation plans for landowners; and/or
  • Providing technical guidance and assistance to groups and individuals on topics such as; soil interpretations, erosion control measures, pest and invasive species control, water quality improvements, livestock management, wildlife habitat, and forest management.
OR
Substitution of education in lieu of specialized experience for the GS-11 level: three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering;
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Additional Information:

  • Drug Testing: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
  • Physical Demands: The position requires the incumbent to be able to perform a variety of physical activities, including but not limited to 1) driving motor vehicle, 2) operating an all-terrain vehicle over flat, uneven, and hill terrain, 3) climbing over fences, 4) walking over uneven terrain, 5) wading in wetlands, and 6) carrying equipment.
  • Work Environment: The work involves regular and recurring exposure to agricultural and construction-type equipment while in operation. There may be exposure to wide temperature ranges including heat, snow, and ice and herbicide and chemical spray operations requiring safety precautions. Protective gear and clothing that are appropriate to the field conditions must be worn.
