The following are the duties of this position at the full working level.

  • Serves as a technical engineering expert and provides analysis and development of issues that may impact tax compliance strategy and the examination program. Collaborates in the support of the identification, development, and resolution of engineering and valuation issues.
  • Conducts field investigations of real and personal property and of documentary and accounting records of a range of individuals and small to large business organizations of varying structural complexity. Values real and personal property using generally accepted valuation principles, including market data, income and cost approaches to valuation.
  • Individually, or as a team member, plans and conducts issue examinations using extensive and specialized knowledge of engineering and valuation methods, practices, and investigative audit techniques to examine and resolve various tax issues of individuals and business organizations that may include extensive subsidiaries with operations of national and/or international scope.
  • Reviews and investigates engineering features of generally substantial and complex issues on assigned tax cases using general engineering principles. Tax issues associated with industries examined and involving Engineering support typically include: depreciable life, salvage value, investment tax credit, sales of property, research and experimental activity, casualty loss, contribution of property, valuation of intangible and tangible property in acquisitions, mergers, and liquidations, and other engineering determinations related to the assigned case.

  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement.

BASIC REQUIREMENTS: To qualify for this grade 13 General Engineer position, you must meet the following minimum requirements: Completion of a four-year course of study in an accredited college or university leading to a bachelor's or higher professional engineering degree. The curriculum must: 1) be in a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET),

OR

2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) Statics, dynamics, b) strength of materials (stress-strain relationships), c) fluid mechanics, hydraulics, d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

A combination of education and experience. The education must include courses equivalent to a major in engineering, as shown above. To be qualifying your experience must be sufficient to demonstrate: Thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. This must be demonstrated by meeting one of the following:

  1. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  2. Written Test showing evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration.
  3. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements.
  4. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualifications requirements listed below:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience applying fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception; Experience adapting and applying methods and techniques of related scientific disciplines; and organizing, analyzing, interpreting, and evaluating scientific data in the solution of engineering problems.
