Help

Leads Department-wide the implementation of program performance measurement/management/reporting and efforts to fulfill Government Performance and Results Act (GPRA) Modernization Act requirements as a technical expert in the field, in collaboration with OIG subject matter experts, HHS, and the White House Office of Management and Budget (OMB).

Oversees and/or contributes to the drafting of OIG-wide materials related to performance activities, including the Annual Performance Plan and Report, Strategic Reviews, and Agency Priority Goals.

Serves as Performance Officer as a subject matter expert to fulfill statutory and regulatory program performance reporting requirements including development of the annual performance plan and report, development and management of agency priority goals, support of the annual Strategic Review process, and support of the annual budget formulation process.
Deals effectively with other senior staff, both within and outside OMP to fulfill requirements of the GPRA Modernization Act, facilitates cross-organizational teams to develop work products, and conducts project management to produce high-quality and timely materials in support of various requirements.

Plans and conducts programmatic and budgetary analyses of OIG proposals and a wide range of their activities, as they relate to management and productivity improvements and budgetary resource requirements. Develops recommendations for modifying, revising, or implementing procedures that improve the effectiveness and efficiency of the program operations. Analyzes and evaluates proposed changes in the organization's mission, operating procedures and delegations of authority affecting program operations. Formulates procedures and recommends policies for a variety of administrative issues.

Develops policies, guidelines, instructions, and procedures for administrative and management requirements. Formulates and recommends additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations. Advises managers and program officials on management policies and procedures including actions to be taken to accomplish work in accordance with established requirements.

Compiles data and prepares complex administrative and management reports that are mandated from higher echelons in the organization and/or the Department. Reports encompass issues such as human resource utilization, projections, and estimations. The incumbent assists colleagues and leadership in preparing reports for proposed plans in response to new legislation and initiatives.

Reviews, studies, monitors, analyzes, and evaluates financial, narrative, and statistical reports and program data. Completes independent analyses of data and identifies programmatically significant findings. Develops recommendations for improvements in program operations as identified by data analysis.

Works to develop clearly written and concise issue papers and talking points for senior staff when needed.

GS-13: Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience assisting in the implementation of program performance measurement, management, and reporting efforts required by Federal regulations such as the Government Performance and Results Act and Modernization Act
  • Experience using qualitative and quantitative analysis techniques to evaluate programs and recommend improvements; and
  • Experience collaborating with senior analyst and other staff on budget formulation and budget execution issues.
GS-14: Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience serving as a technical expert, leading the implementation of program performance measurement, management, and reporting efforts required by Federal regulations such as the Government Performance and Results Act and Modernization Act;
  • Experience using qualitative and quantitative analysis techniques to evaluate programs and recommend improvements;
  • Experience collaborating with senior analyst and other staff on budget formulation and budget execution issues;
  • Experience developing policies and procedures to improve managerial operations; and
  • Experience conducting comprehensive studies of major issues affecting administrative management and programs; and presenting findings and recommendation to senior staff and leadership.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recruitment Incentives: Payment for relocation expenses is not authorized for this position. A recruitment bonus will not be offered. Repayment of student loans will not be offered. Private sector work experience will not be approved as credit for your Annual Leave accrual.
