Duties

Help
  • Developing complex software solutions for the Army’s Enterprise Resource Planning (ERP) systems using the ABAP programming language
  • Providing and presenting technical assistance to internal teams developing new solutions, concepts, and methods to help facilitate the planning and execution of mission.
  • Ensuring architecture and approach of technical solutions aligns with SEC and Army strategic goals.
  • Supporting briefs to Army senior leaders (Directors/SES/GOs) on Center initiatives.
  • Develop solutions for enhancements, upgrade, problem analysis and resolution, database management, SAP configuration and performance tuning for a complex system landscape.
  • Serve as a recognized Enterprise Resource Planning (ERP) Application subject matter expert (SME) and the functional and technical authority providing expert advice to senior leadership.
  • Facilitate and translate customer requirements into technical project requirements and coordinates with other team resources, developers and Project Managers (PMs) to support the implementation of plans.
  • Coordinate with the functional and business teams to discuss, design, maintain, and/or build robust/efficient and effective software designs and solutions.
  • Conducting research and providing recommendations that support strategic initiatives to include the development of new and enhancement of existing solutions.
  • Overseeing, researching, evaluating, and implementing of new technologies.
  • Identifying issues associated with implementation of solutions/technologies and appropriate courses of action.
  • Working with customers to ensure that recommended solutions meet the organization’s goals and objectives.
  • Helping oversees the technical work and execution of the project teams.
  • Providing thorough communications to leadership regarding work being proposed or performed, productivity, process improvements, and general status.
  • Routinely meet with division and directorate chief engineers to discuss emerging technically solutions or shortfalls within the Center.
  • Building effective presentations or content on a wide degree of technical topics.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires Information Assurance Management (IAM) Level III certification, or the incumbent must be able to obtain certification within six (6) months of appointment in accordance with DoDD 8140.
  • This position requires temporary duty (TDY) travel up to 50% of the time.
  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends and holidays.
  • This is a Defense Cyberspace Workforce Framework (DCWF) position as outlined in DoDD 8140.01 - Cyberspace Workforce Management, Encl. 2, Par 9(c)(d)
  • This position is Special Sensitive position requiring a Top Secret security clearance or the incumbent must be able to obtain and maintain a TOP Secret clearance.
  • This position requires Level II certification in Acquisition Career Field “Engineering and Technical Management” or the incumbent must be able to obtain certification within 60 months of entry on duty.
  • Must comply with Drug Abuse Testing Program requirements.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is defined as: Specialized experience is defined as: 1) Developing, evaluating and designing system software configurations needed to support System Applications and Products (SAP) applications and customized integration of business computer systems in the ABAP programing language. 2) Coordinating with landscape architects to ensure adequate planning for a SAP system landscape that supports all phases of the deployment (i.e. development, testing, training, data load, and go-live). 3) Resolving system issues within the SAP Security/control area of SAP applications.
AND

My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards;
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support;
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement; and
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.

Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities. This position is subject to the Command's policy regarding control points. The salary for this position ranges from the equivalent of GS14/step 1 to GS14/step 10.
