This position is located in the Bureau of South and Central Asian Affairs, Immediate Office of the Assistant Secretary, Front Office (SCA/FO). The incumbent serves as a senior Staff Assistant to the SCA Assistant Secretary in coordinating and assisting in the accomplishment of administrative operational issues, processes, and business needs, providing advice and assistance affecting the overall effectiveness, efficiency and productivity of SCA/FAO.

Duties

Help
  • Serves as a central point of contact and liaison with the Front Office Principals in SCA, and other agency principles, to keep abreast of issues and concerns that may impact issues affecting SCA.
  • Ensures dissemination and timely flow of correspondence, actions, guidance, policy, information, and good communication between the SCA Front Office (SCA/FO) and other offices within the Department of State (DOS).
  • Leads, coordinates, and reviews the work of the front office team, provides policy guidance and direction to bureau employees, and drafts and recommends strategy to achieve specific U.S. foreign policy objectives.
  • Coordinates and arranges for the clearance of, revising and transmitting documents (position papers) related to South and Central Asia flowing between the Bureau and Department Principals and the Executive Secretariat.
  • Serves as the primary advisor and technical expert on administrative functions and keeps abreast of new policies, procedures, regulations, directives, etc. which impact the efficiency of SCA/FO operations.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience analyzing policy and program papers to ensure consistency with established guidance and commitments.
  • Experience utilizing knowledge of global issues to compile information for the use of Principals and Senior Staff.
  • Experience communicating both orally and in writing to senior managers within and outside of the Department/Office on foreign affairs matters.

There is no substitute of education for specialized experience for the GS-13 position.
