As a IT SPEC (SYSADMIN) (Title 32), GS-2210-11, you will:

  • Receives information on computer and communication requirements needed, coordinates requirements with internal and external agencies (Army, Navy, allies, etc.) involved, and analyzes, plans, and designs data, video, and voice networks carried over various transmission systems such as multichannel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios, and cable systems, fiber optic as well as copper.
  • Designs, configures and optimizes router-to-router connections utilizing military and commercial protocols, switch-to-switch trunking, circuit configurations through asynchronous transfer mode (ATM) as well as military and commercial multiplexers.
  • Develops and publishes communication plans, which includes but is not limited to: network priorities, network designs and configurations (IP addresses and phone numbers), secure and un-secure circuits, and equipment architecture and layout for employment of computer and telecommunication systems to support in-garrison and deployed operations.
  • Relates mission requirements to existing technology, policies and priorities, systems capabilities, available technology and services, operating practices and procedures, equipment and staffing requirements, to provide network services that support operational requirements.
  • Manages frequency assignment and control of local operating frequencies.
  • Determines the compatibility of frequency assignments for fixed station and/or mobile radio, radar, satellite links, and other systems used by the military.
  • Utilizes automated software tools to manage spectrum for associated squadrons.
  • Identifies and corrects network problems and identifies transmission deficiencies in planned or currently operational networks.
  • Coordinates and/or determines operational, technical and support requirements for the location, installation, operation and maintenance of network equipment and systems.
  • Reviews and analyzes data concerning the network's workload, makes technical judgments, and prepares decisions and recommendations concerning the quality, acceptability, and/or need for changes/improvements.
  • Develops and implements procedures for network backup and recovery.
  • Develops procedures to ensure optimal use of MILSPEC and commercial off the shelf (COTS) equipment and reporting procedures. Interprets and applies joint standards when designing data, voice, and video transmission networks and/or systems to meet mission objectives and to provide operating capabilities to accomplish mission requirements.
  • Configures, manages, monitors, programs and trouble-shoots various tactical and non-tactical network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, switches, attached cabling system, network interface cards, modems, multiplexers, concentrators, boundary protection devices (firewall), and print services for both classified and unclassified networks. Conducts testing using remote management terminals to insure operability, efficiency, and compliance with existing standards.
  • Creates, adapts, and implements guides and controls for a network, system, or total communications program in support of daily operations or training exercises.
  • Analyzes equipment and software reliability and utilization to identify and correct problem areas and to establish network performance levels.
  • Develops recommendations or proposals involving a variety of specialized systems and state-of-the art enhancements designed to meet unique tactical requirements and improve operational efficiency.
  • Performs in-depth analysis of systems related to proposals for change, in order to develop or modify information systems to meet tactical network user requirements.
  • Examines and evaluates alternative means of satisfying user requirements.
  • As required accomplishes risk analysis, accreditation, and certification packages to include disaster recovery plan in accordance with agency requirements.
  • Performs as required, or assists Information Assurance personnel in conducting risk analysis and security tests and evaluations.
  • Completes maintenance data collection and performs administrative duties for TO and work center files.
  • Performs Communications Security (COMSEC) account duties as required. May manage the AFEKMS program for the Squadron.
  • As required, employee performs some limited supervisory functions over subordinate staff through the planning, assignment, and review of work; granting of leave; providing recommendations on training requirements, performance standards, and ratings; and effecting minor disciplinary actions such as warnings and reprimands.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. GENERAL EXPERIENCE:
Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.


Specialized Experience GS-11:
1 year as a GS-2210-09 or GS-2210-11? *must submit Sf 50 to validate*
OR have at least 36 months experience that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Education

At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

**This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program requirements outlined in DoD instruction 8570.01-M. The incumbent will be required to obtain and maintain certification within six (6) months of hiring.
