Duties

Help

The candidate selected for this position will:

  • Assist higher level specialists in monitoring legislative activity related to PBGC programs and retirement policy issues of interest to PBGC. Attend and report on legislative hearings and mark-ups of interest to PBGC.

  • Work with higher level specialists and assist in drafting and reviewing responses to inquiries by Members of Congress and their staff. Ensure that appropriate documentation is provided with the responses, when required, and ensure responses adhere to guidelines for Congressional correspondence and consistent with PBGC congressional activities and commitments.

  • Analyze pending legislation, enrolled bills, and legislative proposals to identify the programmatic impact on PBGC. Gather necessary information (or recommend what information should be gathered by others).

Qualifications

All qualification requirements must be met within 30 days of the announcement closing date.

Education is not required for this position, but applicants may qualify based on experience, education, or a combination of both. Specialized Experience: Applicants must have at least one year of specialized experience at the GS-09 grade level in the Federal service or equivalent to the GS-09 grade level in the private sector providing assistance in a legislative or Congressional office or entity preparing informational memos, briefing packages and congressional or intergovernmental correspondence related to policy or legislative issues, and/or preparing briefing books or similar matters for use in Congressional hearings. Examples include: preparation of regulatory packages relating to regulatory guidance matters; assisting with researching information in response to Congressional requests (verbal or written); receiving telephonic Congressional inquiries, providing answers to routine requests for information and/or maintaining control records of incoming correspondence, including Congressional inquiries. 

Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50.  Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Any of the following:

A Ph.D. or equivalent doctoral degree.

3 full years of progressively higher-level graduate education leading to such a degree; or an LL.M. in a related field.

Degree must be related to the field appropriate for the position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Referral: You will be assigned to one of three quality groups. Each group represents a quality level (i.e., Best Qualified, Qualified, Minimally Qualified). Candidates will be considered in quality group order. If you are among the top qualified candidates, your application may be referred to a selecting official for consideration.
