Duties

Help

A Program Analyst demonstrates professional judgment and complies with the standards of the position. The incumbent will work as a member of a team responsible for writing sections, or entire reports, on overseas military operations that are presented to the public and submitted to Congress. Each report is an original effort and must serve as an authoritative discussion on U.S. Government (USG) and foreign government activities related to military, humanitarian, and diplomatic operations occurring overseas. As part of the report production cycle, the incumbent will gather information, perform research and analysis of military operations, security cooperation, security assistance, and other activities related to U.S. and North Atlantic Treaty Organization (NATO) plans, strategies, programs and operations, funding, acquisition and end use monitoring for Operation Atlantic Resolve (OAR) and USG assistance to Ukraine, and for other overseas contingency operations (OCO), as assigned.

Duties include:

  • Using an investigative style of writing, drafts quarterly whole-of-government reports that assess the effectiveness and control of operations, programs, activities, funding, property for a overseas military operation in Europe, OAR, or, as assigned, for other regions with designated OCOs including Operation Inherent Resolve (Iraq/Syria) and Operation Enduring Sentinel (Afghanistan);
  • Ensures material is presented clearly, concisely, and in accordance with style guide standards.
  • Identifies creditable sources, conducts and documents literature reviews; and analyzes a variety of information to gain a comprehensive understanding of complex analytic issues associated with OAR, Ukraine, and Europe.
  • Develops information used in the reports, including infographics, tables, and charts; applies statistics; and maintains records.
  • Plans and conducts outreach events for stakeholders associated with OAR; prepares and coordinates senior level engagements that support information collection, serves as a subject matter expert; and conducts site visits to the U.S. European Area of Responsibility.
  • Provides and justifies recommendations and documents conclusions; identifies corrective actions and defends or coordinates recommendations as required.
  • Researches relevant law, regulation, policy, funding related to OAR and US Government assistance to Ukraine.

  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

You may qualify at the GS-12, GS-13 and/or GS-14 level, if you fulfill the following qualification requirements and meet the specialized experience described below:

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as:
Knowledge of or experience with representing government positions in official meetings; providing expert level analysis and recommendations about military operations and foreign relations issues to high-level officials and policymakers; knowledge of strategies to advance U.S. Government objectives and promote American interests overseas.

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: developing and analyzing complex information and writing sections of reports or articles that discuss US Government funded overseas programs, operations, or activities and released to the public or submitted to Congress.

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: audits and reviews at the AD-12 level are less complex, with more limited scope and size and less complicated approaches and methodologies. In some cases, precedent may exist. Data gathered are less voluminous with fewer instances of conflicts; reports and recommendations require similarly reduced analytical and reporting requirements.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
