Help

The SBIR/STTR Commercialization Program Manager independently plans, directs, monitors, reports, coordinates, and evaluates programs that increase the transition and commercialization of Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) funded activities.

  • Implements and manages programs, initiatives, and strategies, to support technology-focused businesses transition and commercialize federally funded research and development into viable commercial products, services, and revenue generated businesses.
  • Leverages data to generate reports, provide programmatic analysis, improve programs, and demonstrate Return-on-Investment (ROI) of Federal research and development small business investments.
  • Educates Federal partners, contracting officers, acquisition stakeholders on relevant policies, initiatives, and strategies and advocates for the usage of SBIR/STTR Phase III policies, protection of SBIR/STTR Data Rights, and for commercialization and transition policies beneficial to small business.
  • Builds relationships and develops partnerships with Federal interagency stakeholders and the private sector to help business gain access to capital, scale, commercialize, and grow.

Qualifications

GS-14: One year of specialized experience, equivalent to the GS-13 grade level in Federal service, obtained in either the public or private sector:

1. Managing a program of nationwide complexity to support small businesses; and
2. Outreach and collaboration with external partners both federal and private sector; and
3. Experience interpreting policy based related to Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.
