**The employee provides services to TTB customers and business partners in a geographic area (or in proximity to) that includes Ohio, Pennsylvania, New York, Vermont, Maine, New Hampshire, Massachusetts, Rhode Island, Connecticut, New Jersey, Delaware, Maryland, commuting distance of Washington D.C. and is responsible for providing their own workspace within this same area.

This position is located at Alcohol and Tobacco Tax and Trade Bureau,Assistant Administrator-Field Operations/Trade Investigations Division.


The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Plans and conducts studies and special projects to assess the effectiveness and efficiency of administrative operations and programs.
  • Uses findings to make recommendations or produce reports on ways to improve work operations.
  • Identifies and analyzes specific problems or trends relating to budget planning and implementation to ensure funds are being used in way the properly and effectively supports program objectives.
  • Prepares Field Office Budget Reports for review by District Directors and potentially Division-wide reports for review by the Division Director.
  • Utilizes and modifies available analytical techniques to conduct statistical studies; trend analysis; staffing and workload assessments and surveys.

Specialized Experience:
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes:
- Performing research to conduct studies and draft reports; AND
- Coordinating activities for a project/program to improve outcomes; AND
-Developing work methods to improve processes or procedures utilized by others.


OR You may substitute education for general or specialized experience as follows:
- Three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR
- To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes:
-Utilizing analytical and evaluative methods to formulate recommendations that improve work processes; AND
-Performing work for a project/program to improve outcomes; AND
-Drafting documents detailing findings and recommendations.


OR You may substitute education for general or specialized experience as follows:
A master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. (if related)

OR
- To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
