Duties

Help
  • Developing plans and policies for new systems; evaluate technical developments in the Information Technology field; and; determine impact on present systems and programs.
  • Supporting system migration coordination and status reporting, tracks regular maintenance activities, orchestrates annual system outages, and maintains operational tempo and awareness of program priorities and deliverables.
  • Collaborating with functional teams, the customer, and other system stakeholders for requirements management and alignment with the overall mission and process.
  • Meeting with primary stakeholders to coordinate the activities of the customer/user teams working on the analysis and provides technical expertise on hardware, software, and architecture.
  • Interfacing with management, specialists, and users to determine data processing requirements, enhancements, or problems and advises subject-matter personnel on the impact of new or revised systems of data processing operations.
  • Identifying issues associated with implementation of solutions/technologies and appropriate courses of action.
  • Ensuring architecture and approach of technical solutions aligns with SEC and Army strategic goals.
  • Providing and presenting technical assistance to internal teams developing new solutions, concepts, and methods to help facilitate the planning and execution of mission.
  • Coordinate with the functional and business teams to discuss, design, maintain, and/or build robust/efficient and effective software designs and solutions.
  • Conducting research and providing recommendations that support strategic initiatives to include the development of new and enhancement of solutions.
  • Overseeing, researching, evaluating, and implementing of new technologies.
  • Serve as a recognized Enterprise Resource Planning (ERP) Application subject matter expert (SME) and the functional and technical authority providing expert advice to senior leadership.
  • Facilitate and translate customer requirements into technical project requirements and coordinates with other team resources, developers, and Project Manager (PM) to support the implementation of plans.

Qualifications

Position Details: Solutions Architect - Serve as a subject matter expert in Software Development (Agile and Secure Coding), DevSecOps, Software and Systems Integration, and System Engineering (Data Analytics and Automation) with a concentration in Financial Processes.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. To qualify you must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; often reviewing work completed by others;

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation;

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information; and

4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to perform the duties of the position. Specialized Experience is defined as having one year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes: 1) Providing solution, business process, and technical expertise in the design, development, and implementation of SAP Finance business area; 2) Conducting research and providing recommendations that support strategic initiatives to include the development of new and enhancement of existing solutions; and 3) Developing solutions for enhancements, upgrades, problem analysis and resolution, SAP configuration and performance tuning for complex system landscape.

*Selection will result in a conversion to new appointment under the Direct Hiring Authority; if selection results in a series change, a new 1 year probationary period may be required (applicable to current Federal employees only); the selection of an equivalent graded current Federal employee will result in a Reassignment with no increase to pay.

*Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13/NH-03).
