Summary

As a Smart Building Program Specialist you will serve as the regional program analyst for the Smart and Sustainable Buildings (SSB) Program and primary liaison with Central Office program counterparts.

This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR), Washington D.C.

Duties

Help

  • Oversees the analysis and evaluation of the Smart Buildings program, including IT Security requirements; remote monitoring and control of smart connected assets; adoption of new and emerging smart building technologies, and serving as a smart buildings subject matter expert for the region including Building Automation Systems (BAS) and Building Monitoring & Control technologies. Illustrate familiarity with enterprise-wide system integration, dashboards, and single-pane-of-glass technologies.
  • Prepares case studies on existing BAS and building systems for future use through the systematic collection and aggregation of building system information by describing the following: Functionality, Compatibility with other building systems, Operational efficiency related to energy usage, anticipated cost savings, and tenant comfort improvements. Good business practices communicated with colleagues, management and senior leadership throughout the region, as well as national counterparts.
  • As the primary liaison with the national GSA SSB program and regional advocate, incumbent collaborates with regional project leads and information technology (IT) specialists to ensure compliance with agency-wide SSB policies, procedures and performance measures. Inconsistencies are reported for corrective action.
  • Maintains program integrity through continuous monitoring. May inspect sites to discuss system related issues with technicians and develop recommendations. Ensure criteria for major repairs, expansions and upgrades to the existing system(s), or new systems for consistency with regional and national initiatives and requirements.
  • Provides expert advice and recommendations to design and construction engineering teams, which includes review of new construction plans, project specifications and network diagrams to ensure building system design specifications are in conformance with national SSB policy and IT requirements.

The GS-13 salary range starts at $112,015 per year.   

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience in the development, installation, application, analysis, technical support and use of building analytic programs, Building Automation Systems (BAS) and advanced metering systems. Applicants must have experience in translating building analytic programs, BAS and advanced meter system data and protocols into project specific strategies and implementation including design, installation, commissioning, training and ongoing use to maximize benefits. This experience must also include addressing issues and providing solutions to senior management regarding such systems and programs.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of buildings systems including advanced BAS, HVAC, lighting and other system.
  2. Knowledge of IT systems, remote access technology and the GSA network (e.g. Local and Wide Area Network) used to install, configure, integrate and manage building systems including; network architecture, topology, data formats, and communication protocols necessary for continuity of operations.
  3. Ability to interpret and apply construction blueprints and IT architectural renderings, including riser diagrams.
  4. Skill in applying project management principles and techniques including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments; to successfully coordinate with formal and informal work teams; including diverse groups of internal and external stakeholders.
  5. Mastery of advanced concepts, principles, and practices related to buildings management, operations and maintenance (O&M), along with repair and alteration for GSA-owned and leased buildings used to evaluate the effectiveness and efficiency of building operations methods and procedures.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
