Plans, develops, and executes the contractual strategy for the overall contract compliance program for Facilities, Maintenance, Engineering, and Repair efforts on the USMMA campus grounds and buildings.
Establishes building management processes assuring compliance with all certification, safety, fire prevention, and security program requirements as they apply to Task Order or Contract oversight. Effective performance of the duties and responsibilities significantly impacts operations and delivery of the Academy mission. The emphasis for this position is facilities safety and incorporation of maintenance, alterations, energy efficiency, water conservation, maintainability, and sustainability principles and best practices in facility projects.
Serves as a Contracting Officer Representative (COR) for the Campus-wide Maintenance Contract (CMC) and other contracts, as assigned. Oversees the technical or administrative aspects of the contract and carry out duties in accordance with the terms and conditions delegated by the Procurement Contracting Officer/Administrative Contracting Officer (PCO/ACO) via a Letter of Assignment inspecting contractors’ work for compliance with specifications or standards; reviewing invoices and tracking expenses, as well as making possible recommendations of resolution to the assigned program manager and CO when deviations from established Task Order’s arise.
Maintains liaison with the MARAD leadership as required for the reporting of information concerning technical, programmatic, and contract oversight.
Ensures Contractor adherence with terms and conditions of the contract through regular oversight/inspection of work, conducting of surveys, and review of CMC Contractor work plans, specifications, and cost estimates.
Ensures that material deficiencies and/or problem areas in contract performance are properly recorded, submitted to the Contracting Officer, and tracked through resolution.
Analyzes benefits and costs of accomplishing· work in-house versus contracting; recommending whether to contract.
The ideal candidate for this position is a seasoned professional with at least four years of experience and knowledge in both public sector program management and technical domains central to facilities support. The candidate will show career growth in overall supervisory and managerial experience. The ideal candidate will serve as a resource to the MARAD facilities Director and initiate tasks related to repair and restoration as well as oversee vendor activities as the contracting officers representative, manage specific strategic initiatives, including in the areas of task development, and standards coordination.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
Experience working with accountability, managing contracts, and procurement processes for long term contracts and projects.
Experience problem solving and resource management.
Experience communicating in writing and verbally.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience serving as an authoritative resource for facility management, including contract management. Experience working with accountability, managing contracts, and procurement processes for long term contracts and projects.
Experience solving problems involving maintenance and repair, including conflict management, stakeholder engagement and identifying the sources of maintenance problems.
Experience at problem solving with resource management skills.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Program Knowledge – Plans, develops, and executes the contractual strategy for the overall contract compliance program for Facilities, Maintenance, Engineering, and Repair efforts on the USMMA campus grounds and buildings.
Technical Knowledge – Provides expert level advice relative to facilities management and serves as the onsite technical representative for all phases of FMRE operations, including Government and Contractor efforts.
Communication - Ability to clearly express ideas verbally and in writing to a wide variety of audiences in the participation in meetings and/or preparation of presentations, technical reports, correspondence, briefings and/or reviews, including such for senior Agency officials.
