  • Establishes effective interpersonal relationships with all levels of service unit personnel. Promotes an atmosphere that encourages enthusiasm and user participation in clinical computing.
  • Creates a positive environment for reporting application and/or system deficiencies and suggestions for system improvements and enhanced functionality.
  • Works with programmers in local testing of software, identifying software problems and requesting enhancements. Logs all problems, referring those requiring a higher level of technical support to the appropriate person or team.
  • Promotes an awareness of the importance of data validity, data security and complies with all relevant Privacy Acts, HIPAA rules, and computer related policies and procedures.
  • Coordinates efforts to correct deficiencies and errors that occur in the electronic record for solution of data collection needs.
  • Responsible for evaluation, implementation, and coordination of the integrated automated clinical applications, to also include telemedicine and patient outreach applications.
  • Supports revisions and customization of health application to meet clinical division objectives, priorities, policies, procedures and standards of care.
  • Provides overall management or management assistance for clinical software applications and coordinates or assists with the implementation of new related software applications or functionality throughout the Service Unit.

Work is performed on a regular basis and part of departmental rotating on call schedule; however, incumbent may be required to be on call back when necessary. Additional workday hours may be required in the evenings, weekends, and/or holidays.

Some travel is required to attend meetings, seminars, and to provide training and assistance, therefore, the incumbent is required to maintain a current United States Motor Vehicle Operators license.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.


BASIC REQUIREMENT(S):

Education:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least 1 year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

GS-12 Specialized experience: Plans, develops, implements, coordinates and evaluates clinical applications in a healthcare setting in patient care working with electronic patient health records software packages or medical informatics; provides efficient performance by ensuring accurate health data capture, display and output; monitoring for new clinical applications updates; provides technical advice in resolving difficult and highly complex problems related to the software packages; coordinates and provides training.


Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
