OIG's Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including health care, procurement, benefits, education, construction, and other fraud; cybercrime and identity theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic accountants, analysts, and other professional staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they service. Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.

The Supervisory Management and Program Analyst (Director) for the Office of Budget and Administration serves a senior advisor to the Assistant Inspector General for Investigations (AIGI) and the Deputy Assistant Inspectors General for Investigations (DAIGI) on a wide range of administrative, policy, and operational matters. The incumbent ensures that decisions made by the AIGI/DAIGI are implemented across the directorate and performs or helps oversee major assignments and projects which further OI's mission.

As the Supervisory Management & Program Analyst (Director) for OI, you will:

  • Serve as the senior management analyst, technical program manager, and supervisor responsible for a full range of oversight and critical management functions involving OI budget development and execution, procurement activities, reconciliation of financial business transactions conducted by OI employees, equipment issue/retrieval, and property inventory, and provide advice and guidance to OI senior executive staff in these matters.
  • Serve as OI's primary point of contact and direct liaison with the Office of Management and Administration (OMA) regarding a broad spectrum of the management functions.
  • Determine both resources needed and their allocation to effectively and efficiently carry out OI's operations and directly oversee multiple critical activities such as formulating and executing OI's annual budget and spend plan; overseeing various service contracts with law enforcement and other external vendors; procuring OI investigative and other equipment, supplies, training, and services; and reconciling all financial business activities conducted by OI employees.
  • Perform an assortment of analytical work involving OI's management programs, systems, and operations to evaluate efficiencies, effectiveness, productivity, and compliance with rules, regulations, and policies. Review proposed policies and regulations to determine what impact the developments might have on the basic character of the OI management programs and the way OI conducts its business with the public or with the private sector and work alongside the SAC of OPR in the development of internal OI policies and develops courses of action within the framework of established policy.
  • Carry out the full range of personnel activities, including performance appraisals, recruitment and selection, management of discipline and grievance procedures, and professional development training programs.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14grade level in the Federal service. Specialized experience for this position includes:
  • Performing a wide range of analysis related to programs, documents, and data to insure management functions are carried out; AND
  • Developing program objectives, evaluating methods, and developing solutions to improve quality of service and overall performance; AND
  • Advising colleagues in development of budget formulation, procurement objectives, and best practices related to business/market compliance; AND
  • Managing or leading a team responsible for data analysis, procurement or budget formulation.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
