Duties

Help

The position serves as a Leader of Drupal Web Development at the GS-14 level and is responsible for overseeing, leading, and managing Drupal web development initiatives within the OCIO Web Development Department, in line with the Institution's mission and goals.

In this position, you will:

  • Serve as a leader of Drupal Web Development and is responsible for overseeing, leading, and managing Drupal web development initiatives within the OCIO Web Development Department, in line with the Institution's mission and goals;  leads Drupal web development work for the entire Smithsonian, encompassing coding, designing, and testing web applications, sites, and tools using the Drupal platform.
  • Technical project leader, the incumbent oversees web development projects across the Smithsonian, ensuring successful completion and achievement of project goals including the planning and execution of database migrations, query creation, and integration of websites with other systems through API/web service interactions, and XML/JSON creation/consumption; migration of websites/web applications and corresponding data/databases and content from older to newer platforms, including cross-platform migrations, upgrade-migrations from older to newer versions of Drupal, and migration of sites from external hosting providers to the Smithsonian’s hosting infrastructure.
  • Collaborate with stakeholders to conceptualize, design, and develop visually engaging, user-friendly, responsive, and Institution-compliant websites in Drupal 9+;  ensures adherence to web and mobile web accessibility considerations, meeting or exceeding WCAG AA 2.0 accessibility requirements to create accessibility-compliant websites using web development tools and techniques, such as Adobe InDesign, Photoshop, Symfony, PHP, HTML5, CSS, SASS, Twig, PatternLab, JavaScript, Ajax, jQuery, Git, and GitHub, as well as expertise in database management, including SQL to MySQL migrations and query development.
  • Provide guidance to the Head of Web Development, information technology staff, and management on existing and emerging web and mobile technologies, products, and trends, focusing on open-source architectures and best practices; collaborates with Smithsonian museums, research institutes, and offices to identify unit needs and related system requirements, conducts technical reviews/formal evaluations of opensource, commercial off-the-shelf (COTS), and custom-developed automated information systems and lead formal custom application/code reviews of peer/contractor code/programming, advising management of potential issues and opportunities for improvement.

-Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs

-Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience

-Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions

In addition to the Basic Competency Requirements listed above, to qualify for the GS-14 position:

You qualify for this position if you have one year of specialized experience equivalent to at least GS-13 level in the federal service.

For this position, specialized experience includes: Leading web design and development; mastery of Drupal 9+ and software development in PHP, JavaScript, Ajax, and SASS; expertise in MySQL database migrations; oversight of website configuration, testing, and deployment; knowledge of security protocols, especially PII and COPA; and commitment to web accessibility within governmental or public contexts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

Education

Education cannot be substituted in lieu of specialized experience for this grade level.
