Summary

This position is located in the Department of Defense (DoD), Office of the Inspector General (OIG), Office of the Deputy Inspector General for Overseas Contingency Operations (DIG OCO). The DoD IG serves as the Lead IG for three overseas contingency operations (OCO). The Office of the DIG OCO is responsible for producing Lead IG quarterly reports and comprehensive oversight plans submitted to Congress for Operation Atlantic Resolve and USG assistance to Ukraine

Duties

Help

A Program Analyst demonstrates professional judgment and complies with the standards of the position. The incumbent will serve as a political/military analyst performing information gathering, research, and analysis of military operations, security cooperation, security assistance, and other activities related to U.S. and NATO plans, strategies, programs and operations, funding, acquisition and end use monitoring for Operation Atlantic Resolve and USG assistance to Ukraine, and for other OCOs, as assigned.

Duties include:

  • Identifies sources and analyzes a variety of information to gain a comprehensive understanding of complex analytic issues associated with Operation Atlantic Resolve (OAR), Ukraine, and Europe.
  • Develops lines of questioning, up to the Secret level, about U.S. and partner activities in the region to assess effectiveness, control, recommend oversight objectives and validate topics of discussion in quarterly reports submitted to Congress.
  • Based on the research/analysis conducted, plans and hosts question development sessions with writing/editorial staff.
  • Plans and conducts outreach events for stakeholders associated with OAR; coordinates senior level engagements that support information collection and validation efforts and conducts site visits to the U.S. European Area of Responsibility.
  • Provides and justifies recommendations and documents conclusions; identifies corrective actions and defends or coordinates recommendations as required.
  • Research relevant law, regulation, policy, funding related to OAR and USG assistance to Ukraine.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as:

  • Identifying sources and analyzing a variety of information to gain a comprehensive understanding of complex analytic issues of designated overseas operations that supports reports to Congress.
  • Understanding of Department of Defense, Department of State, USAID, NATO operations, programs, funding related to Operation Atlantic Resolve and USG assistance to Ukraine; Knowledge of history, culture and relationships of European countries, especially Russia, Ukraine and other former Soviet states, and of Congressional interests in and assistance to Ukraine.
  • Demonstrated skill in clear written and oral presentations is essential to the proper conduct of duties. Ability to coordinate the review and analysis of completed projects for technical quality, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with established objectives, with minimal supervision.
  • Experience in interpersonal skills to meet and deal effectively with others at all levels of authority and exert a positive influence.
