Summary

The incumbent will be the Senior Advisor, Supervisor of Shipbuilding Management Office at the Naval Sea Systems Command, Washington Navy Yard, DC.

This position will focus on expert assistance to the Deputy Commander in the restructuring of the SUPSHIP management office to provide executive guidance to the development of new organizational structures, reporting responsibilities and oversight of the SUPSHIP field offices.

Duties

Help
  • You will support the Deputy Commander for SUPSHIPs in engaging Program Executive Offices, NAVSEA Directorates and other Government agencies, in strategic matters in support of FY 22 National Defense Authorization Act requirements.
  • You will build relationships and develop new processes and procedures for proactive responses to changes in the shipbuilding industrial base.
  • You will work with the Deputy Commander to apply extensive knowledge and experience in forecasting and managing workload, personnel management; encompassing organizational structure and resource loading.
  • You will execute a high degree of technical and business acumen. Applies management and business principles to analyses situations, identify problems, probes causes, recommends as appropriate, takes courses of action.
  • You will assist the Deputy Commander with development of goals, objectives, program and general guidance for operations consistent with higher level framework/guidance.
  • You will identify technical requirements and define scope of projects in coordination with congressional interests, DoD, Navy and industry.
  • You will consult functional experts both internally and externally, to de-conflict competing priorities and requirements, gain consensus and identify best practices and judicial use of resources.
  • You will communicate program activities in a variety of written and oral forums at all levels internal and external to the organization.
  • You will maintain contact with other individuals, groups and organizations performing related work.
  • You will coordinate new ideas and developments with the Deputy Commander.
  • You will keep abreast of actions, studies and projects being carried out by Department of the Navy (DON) and Department of Defense (DoD) elements that affect platforms or systems.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Specialized experience with the knowledge and expertise to manage and direct waterfront operations in support of the Supervisors of Shipbuilding (SUPSHIP) and the SUPSHIP Management Office. Experience must include ship acquisition, test & trials, delivery, post-delivery, life cycle and an understanding of the shipbuilding industrial base.

2. Expert level experience in presenting oral and written presentations to Senior Leadership. Experience must include resolving conflicts in priorities, positions, agendas and programmatic areas.

3. Experience needed in the formulation, coordination and justification of SUPSHIP community strategic plans and policies. Possess the ability to understand and execute organizational goals and priorities; working with customers to develop a mutual understanding of their requirements; and to define, integrate and implement strategic direction for vital programs with long-term impact on large numbers of people. Initiates actions to resolve major organizational issues and promulgates innovative solutions and methodologies.

4. Conducts frequent ad hoc and recurring senior level briefings on the full range of SUPSHIP issues, actions, status, progress against plans, etc.

5. Formulates organizational strategies, tactics and budget/action plans to acquire and allocate resources. Optimizes, controls, and manages all resources across projects/programs. Develops and integrates innovative goals and minimizes expenses.

This position leverages the incumbent's broad knowledge of Navy organizational structures and reporting chains to optimize the efficient incorporation of a new SUPSHIP Management Office reporting structure, codifying partnerships with DCMA and DCAA for a more holistic program and corporate health review.
