Duties

Help

The Office of Audits (JA) has a goal of improving GSA, while simultaneously protecting the integrity of its operations. This office accomplishes its mission by identifying and reporting on the challenges facing GSA management. JA conducts programmatic performance audits of GSA's operations and activities, implementation reviews, and/or contract audits. The Office of Audits also oversees financial statement audits and compliance with the Federal Information Security Management Act (FISMA).

 The auditor participates with other audit staff members in performing audits of GSA awarded contracts and evaluating GSA’s regional or national operating programs, systems, work processes, acquisitions, internal controls, and financial or contract administration functions. The auditor is responsible for performing a variety of audit work that requires the application of well-established auditing principles, theories, concepts, and practices.

The following duties are performed at the full performance level of this position:

  • Analyzes work related to the developing and executing agency policies and programs.
  • Performing work consisting of a systematic examination and appraisal of financial records.
  • Responsible for applying established criteria to collected audit evidence to identify inconsistencies, anomalies, or exceptions.

The GS-7 salary range starts at $47,369 per year. The GS-9 salary range starts at $57,941 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

BASIC REQUIREMENTS FOR PERFORMANCE AUDITORS:
You must have either A or B:

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. Or

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination (proof of certificate must be submitted with application); or
  2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. (Supporting documentation must be summited with application)

This position has a positive education requirement:
Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment. 

ADDITIONAL REQUIREMENTS TO QUALIFY AT THE GS-7 LEVEL:
In addition to the Basic Requirements for Performance Auditors listed above, to qualify at the GS-7 level you must possess at least one of the following:

  • One year of specialized experience equivalent to the GS-5 level or higher in the Federal service. Specialized experience is 1. Obtaining, verifying, and summarizing auditing documentation; Or 2. applying professional auditing principles, practices, and skills in audits; Or 3. Obtaining and evaluating information, ensuring accuracy and reliability. OR
  • Have completed at least one full year of graduate level education (18 semester hours or the equivalent) in auditing, or in a related field such as business administration, finance, public administration, or accounting. OR
  • Have completed all the requirements for a Bachelor's degree from an accredited college or university PLUS demonstrated Superior Academic Achievement as defined below. OR
  • A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level.  To claim SAA, submit documentation of one of the following:

1.      Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2.      Grade-point average (rounded to one decimal point) of:

    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2 years of the curriculum.

3.      Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies.

ADDITIONAL REQUIREMENTS TO QUALIFY AT THE GS-9 LEVEL:
In addition to the Basic Requirements for Performance Auditors listed above, to qualify at the GS-9 level you must possess at least one of the following:

  • One year of specialized experience equivalent to the GS-7 level or higher in the Federal service. Specialized experience is 1. Assisting senior specialists in conducting complicated audits to assess the effectiveness and efficiency of an organization’s programs or operations; Or 2. Performing work consisting of systematic evaluations; Or 3. Conducting activities relating to the detection of fraud and waste. OR
  • A master's degree or equivalent graduate degree OR have completed two full years of progressively higher level graduate education leading to such a degree. OR
  • A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

This is NOT a remote position. Regularly scheduled telework is available; however, you must also report to the office location listed in the announcement at least three days per biweekly pay period.
