This position is open to all United States Citizens.

Duties

Help

Provides legal counsel on the FOIA, the access provisions of the Privacy Act, and other applicable disclosure and privacy laws and regulations.

Prepares for the Supervisory Counsel required reports, briefings, presentations, and other necessary information to keep leadership fully apprised of FOIA and Privacy Act activities and meet regulatory requirements.

Researches relevant statutory case law and written memoranda of law on issues arising from the FOIA, the access provisions of the Privacy Act, regulations, and other applicable laws, regulations, and policies that impact proposed FDIC actions.

Monitors compliance with the Corporation’s policies, procedures, and guidelines regarding the administration of the FOIA and Privacy Act.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.  Additional qualifications information can be found here.

To qualify, applicant must have one year of specialized experience equivalent to at least the grade 13 level in the Federal Service. Specialized experience is defined as providing legal advice and assistance on Freedom of Information Act and Privacy Act requirements that would impact privacy and disclosure legislation, policies and safeguards.

J.D. or LL.B Degree required. 

Active Membership in good standing of the bar of at least one state, territory, commonwealth, or the District of Columbia is required.

Selectee(s) for this position will be required to report to their duty station office 3 days per week beginning January 1, 2024.

The assessment questionnaire is designed to measure your ability in the following competencies/knowledge, skills, and abilities (KSAs):

1.  Knowledge of the Freedom of Information Act (FOIA) (5 U.S.C. 552) and the Privacy Act (5 U.S.C. 552a), as well as other applicable information, “access laws,” pertinent court cases, and policies.

2.  Ability to prepare clear, concise, and defensible written conclusions on complex FOIA and Privacy Act matters for various audiences, including members of the general public.

3.  Ability to research and present technically authoritative information to resolve issues from FOIA and Privacy Act requestors, members of the general public, etc.

4.  Skill in drafting memoranda, legal opinions, and other legal documents to present recommendations for agency action.
