As a Government Information Specialist, you will:

  • Represent OGIS as a liaison between requesters and agency FOIA programs and support formal dispute resolution services to FOIA requesters and federal agencies, in accordance with the Administrative Dispute Resolution Act of 1996, 5 U.S.C. ยงยง 571-584, including its confidentiality provisions, and in an effort to prevent FOIA litigation.
  • Work with the Mediation Team to analyze and evaluate incoming requests for assistance to determine the nature and complexity of the request and apply appropriate metadata within the case management system.
  • Evaluate the relevant documentation to ascertain trends, find best practices, and identify areas for improvement.
  • Administer and develop content for archives.gov/ogis and social media platforms. Content may include the FOIA Ombudsman Blog, Events and Outreach postings, Eventbrite pages, Social Media posts, and archives.gov/ogis web page content.
  • Advise, coordinate and contribute to compliance efforts regarding existing and new information on access laws, policies, directives, regulations and/or amendments of regulations.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

-Supporting general office operations such as managing a database, compiling reports, drafting correspondence, tracking communications, and customer service; AND
-Communicating orally and in writing with the public and using time management to respond to requests within set deadlines; AND
-Generating and maintaining electronic case files.

OR

Ph.D. or equivalent doctoral degree in a field related to the position OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related to the position.

OR

You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-11, you must have been at the GS-09level for 52 weeks.

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
