Summary

This position is located within the Legal Division of the Consumer Financial Protection Bureau (CFPB). The incumbent serves as a senior Attorney-Advisor in the Division's Office of Litigation. The incumbent represents the CPPB in defensive, appellate, and/or amicus litigation and provides legal advice and guidance to Bureau clients on all relevant legal matters.

Duties

Help

The following are the duties of this position at the CN-71, broadly equivalent to the GS-15. If you are selected at a lower grade level, your duties will be adjusted accordingly. Attorneys at CFPB may be eligible for promotions subject to the Bureau's Attorney Hiring & Promotion Policy.

  • Represent the Bureau in defensive litigation and appellate litigation. Litigation handled includes the full scope of challenges to Bureau actions, from cases related to the Bureau's operations to challenges to rulemaking or enforcement activities of the Bureau.
  • Draft and respond to motions, pleadings and other legal filings, handle all aspects of discovery, present oral argument, and conduct negotiations.
  • File amicus briefs to help courts decide significant questions of federal consumer financial protection.
  • Advise the Director and Bureau components on issues presenting litigation, mission-related, and reputational risks.
  • Collaborate with the Justice Department, Federal Trade Commission, prudential regulators, and others in the litigation of cases relevant to the Bureau's consumer protection mission.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A trial period may be required.

  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

Qualifications

1. Law Degree:
Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent; AND
2. Bar Membership: Applicants must be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; AND
3. In additional to the minimum qualifications (Law Degree & Bar Membership) you also have to meet the years of related legal experience or related attorney experience for each grade you apply to:

For the CN-71 you must have:

  • Seven (7) years of related legal experience. One of which must have been at the CN-60 level or equivalent (GS-14). Such experience must include experience as a licensed attorney in order to be creditable, (post-JD legal clerkships are qualifying for the experience requirement, pre-JD law clerk experience is not qualifying for the experience requirements); OR
  • You must have thirty-six (36) months of related attorney experience at the CN-60 level (equivalent to the GS-14 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.
For the CN-60 you must have:
  • Four (4) years of related legal experience. Such experience must include experience as a licensed attorney in order to be creditable, (post-JD legal clerkships are qualifying for the experience requirement, pre-JD law clerk experience is not qualifying for the experience requirements); OR
  • You must have twelve (12) months of related attorney experience at the CN-53 level (equivalent to the GS-13 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
