The Assistant Director serves as the Executive (Senior Executive Services (SES)) Director, senior level Veterans Affairs (VA) leadership, and VBA management confidential subject matter expert (SME) through the Deputy Executive Director on complex and difficult issues associated with policies and programs as they are related to administrative operations, the delivery of benefits and services to active­ duty personnel, Reservists, Guardsmen, Veterans and their families.

Help

Specific duties include:

  • Serves as an advisor to the SES, Deputy Director and senior leadership, on quality management and site visit compliance protocols issues related to briefings, presentations, strategic planning events, mandatory reports, as well as staff actions and taskings, military services activities, outreach, and Web/social media. Maintains liaison with federal and state officials, and representatives of other organizations regarding issues related to the outreach, customer service, and related activities. Represents the Office through active participation in conferences, meetings, hearings, and various other presentations, attended by officials both within and outside of the agency and private industry representatives.
  • Promotes and leads organizational change, leveraging its impact. Develops plans to convert strategic goals into actions. Strategically manages resources throughout the Office to ensure high performance, greater public accountability, quality service, customer satisfaction and creates products that enhance Servicemember economic well-being. Responsible for the development of providing cleaner access to all VA benefits; this entails interfacing with U.S. Department of Defense (DOD) and creating warm handoffs with public and private entities.
  • Conduct analyses and performance metrics to provide a predictive outcome using modeling and simulation to devise strategies for impacting service members and families during each stage of the Military Life Cycle; manage planning, sustainment, and performance assessment activities for the Office program vehicles including all contracts such as the Personalized Career Planning and Guidance (PCPG) and Veterans Transition Assistance Grant Program (VTAGP).
  • Analyze existing data related to education (such as the Government Issue (GI) Bill usage rates) and produce regular reports with results. Document and report on program expenditures and the relationship between this and other key metrics such as the economic impact that this has for beneficiaries. Implements programs in a way that supports improved outcomes to include analyzing data to make recommendations for program improvement based on this information.
  • Develops resource implementation plans to accomplish Office goals. Establishes systems and methods to assure proper resource management. Modifies resource allocation in response to changes in plans, goals, or conditions. Relates expenditures to program results.
  • Fosters a commitment to a team approach to work. Continually improves work processes and the cost effectiveness of products and services. Evaluates and measures the quality of products and services. Applies state-of-the-art technologies to generate new ideas and solve problems.
  • Establishes empowerment as an organizational principle and objective. Manages and resolves conflicts, resistance and disagreements in a constructive manner. Review and analyze various economic development resources, internal and external benefits programs, websites, and/or related outcome measures for transitioning Servicemembers, Veterans and dependents. This will include recommending refinement of the program and mission goals, objectives and tasks, and recommending life cycle plans that include implementation, execution, and a roadmap to the future of integrating.
  • Manage the refinement, coordination, and execution of an operational deployment plan for the VTAGP program or sustainment of deployment of VA's PCPG Program. Manage economic development environmental scans at multiple scales from local to international. Engage in data sharing and coordinated analysis with interagency partners such as the United States Department of Labor (DOL) and data collected by outside sources. Develop relationships and recommend data sharing agreements with state agencies around Veteran economic development data. Works as a partner with these Offices to facilitate the achievement of goals. Ensures that all interested parties are kept informed about key activities and developments.
  • Manages a staff of professional employees. Plans work to be accomplished by subordinates, sets, and adjusts both short and long-range priorities, and prepares objectives and schedules to ensure the completion of work. Assigns and distributes workload to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of subordinates to optimally utilize available human resources.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/23/2023.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50s and/or General Adjustment SF-50s as they cannot be used to prove time-in-grade.

  • For a GS-15 position you must have served 52 weeks at the GS-14 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS-15: Applicants must have one (1) year of specialized experience which is equivalent to the next lower grade (GS-14 level) in the normal line of progression for the position.

Specialized Experience is defined as experience in the following areas:
  • Demonstrated experience in implementing veterans and transitioning servicemembers benefits and economic development operations, regulations, policies, and procedures in collaboration with Federal, State, and Local partners, as well as private sector and non-government organizations.
  • Demonstrated experience in the development, examination, research, and analysis of Veterans benefits programs and economic initiatives to include the identification of policy, procedural guidance, and training to ensure effective program oversight and compliance to increase service delivery
  • Demonstrated ability to assess, analyze, acquire, and administer human, financial, material, and information resources in a manner that instills public trust and accomplishes the organization's mission.
  • Experience using technology and qualitative and quantitative analytical methodologies to enhance processes and decision-making required to provide day-to-day management and oversight of a large-scale, multi-site, organization with a global presence.
  • Demonstrated experience in the formulation and execution of operational plans and provides managerial expertise regarding all aspects of staff operations for a large government organization

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: This work is primarily sedentary and involves a significant amount of computer keyboard operations.
