Duties

Help
  • Participates in strategic planning, performs internal and external coordination with senior officials and conducts research, planning, execution, and production phases of audits of special access programs.
  • Performs complex audit reviews involving special access programs and develops and applies advanced analytical techniques and evaluative methodology in planning and execution phases.
  • As a team or independently, clearly defines scope and steps to accomplish project objectives for significant DoD Agencies.
  • Ensures fact sheets are well-researched and identify issue-area priorities according to special access program policies and procedures.
  • Conducts complete, accurate, organized, relevant and understandable entrance and exit conferences with audit clients to explain objectives and conclusions.
  • Research applicable laws, directives, regulations, manuals, prior studies and reports to gain knowledge and understanding of areas being reviewed.
  • Writes comprehensive draft memoranda, staff working papers, briefings, and draft and final reports of sensitive activities, clearly, concisely, cross-referenced and logically and in accordance with milestones and quality standards.

  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Basic Requirements:
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with 3 successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Specialized Experience:
At the GS-11
, you must have 52 weeks of specialized experience at the GS-09 grade level: Specialized Experience is defined as the ability to apply auditing concepts and methodologies, plans and carries out assignments assigned in order to develop new methods and techniques for acquiring information, and data analysis. Possesses knowledge of the laws; executive orders; regulations, Service directives, and instructions governing intelligence and complementary programs developed and carried out at all. Ability to write clear and concise intelligence products and deliver written and/or verbal presentations to senior level audiences for decision-making purposes. OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR
Combination of Experience and Education: an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.)

At the GS-12, you must have 52 weeks of specialized experience at the GS-11 grade level: Specialized Experience is defined as the ability to develop project plans, execute plans, gather and analyze data, develop recommendations and corrective action, and work with clients reviewed and other project stakeholders and participants within the intelligence enterprise. Applies auditing concepts and methodologies, plans and carries out assignments assigned in order to develop new methods and techniques for acquiring information, and data analysis. Possesses knowledge of the laws; executive orders; regulations, Service directives, and instructions governing intelligence and complementary programs developed and carried out at all levels. Ability to write clear and concise intelligence products and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Individually or as a team member creates draft memoranda, staff working papers, briefings, and final reports for leadership approval. Develops and presents audit findings, conclusions, and recommendations to Leadership.

At the GS-13, you must have 52 weeks of specialized experience at the GS-12 grade level: Specialized Experience is defined as the ability to develop project plans, execute plans, gather and analyze data, develop recommendations and corrective action, and work with clients reviewed and other project stakeholders and participants within the special access program enterprise. Applies auditing concepts and methodologies, plans and carries out assignments assigned in order to develop new methods and techniques for acquiring information, and data analysis. Skilled in audit preparations direct and advice in the execution of complex and comprehensive audits of intelligence programs that transcend the entire spectrum of special access programs. Possesses knowledge of the laws; executive orders; regulations, Service directives, and instructions governing intelligence and complementary programs developed and carried out at all levels. Ability to write clear and concise intelligence products and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Individually or as a team member creates draft memoranda, staff working papers, briefings, and final reports for leadership approval or reviews those prepared by other team members. Develops and presents audit findings, conclusions, and recommendations to Leadership.

Time in Grade:
For entry at the GS-11 level,
you must have 52 weeks of specialized experience at the GS-09 grade level.
For entry at the GS-12 level, you must have 52 weeks of specialized experience at the GS-11 grade level.
For entry at the GS-13 level, you must have 52 weeks of specialized experience at the GS-12 grade level.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Education

At the GS-11 A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
