Summary

About the position: As a part of the Club Complex and under the guidance and supervision of the Collocated Club General Manager, the incumbent is responsible for the economic and efficient operation of Flyers and Fit Pit located at the 35th Force Support Squadron Misawa AB, Japan.

This is a Regular full time category position; guaranteed 40 hours per week.

Incumbent must have the ability to work an irregular tour of duty to include weekends, nights, and holidays.

Duties

Help

Works independently but under the supervision and guidance of the Collocated Club General Manager. Implements and ensures compliance with higher-level directives, follows policies, procedures, and programs to ensure high standards of operations. Establishes a business-based plan, including financial goals aligned with the Club Complex and FSS leadership. Prepares budgets, analyzes financial results, and maintains the financial well-being of the facility. Oversees all purchasing, cash accountability, and inventory control requirements. Manages real property resources and provides expert advice on renovations, improvements, and construction projects, both minor and major. Performs a full range of personnel management responsibilities, including performance evaluations, leave approval, employee training, recruitment efforts, addressing minor complaints, and implementing disciplinary actions. Ensures compliance with EEO and personnel directives. Establishes and implements a comprehensive training plan for staff. Maintains a safe and sanitary working environment. Ensures proper military and civilian protocol is practiced. Occasionally coordinates functions with senior military, civilian leadership, and federal officials, with approval and in coordination with Club Complex General Manager. Must be able to work an uncommon tour of duty, including days, nights, weekends, and holidays, as directed by the Club Complex General Manager or designee. Keen attention to detail to ensure food quality, presentation, and cleanliness standards are consistently met. Performs other related duties as assigned.

Qualifying Experience:
Strong leadership and team management skills to oversee staff, schedules, and daily operations effectively. Exceptional customer service skills to ensure a positive and memorable experience for patrons. Knowledge of food safety standards and a commitment to maintaining a clean and safe work environment. Excellent communication and interpersonal skills to interact with customers, staff, and vendors. Effective time management skills to prioritize tasks and meet deadlines.

Specialized Experience: In addition to General Experience, applicant must have minimum of 6-month experience managing or directing a full-service, medium to high-volume counter or table service coffee shop or restaurant.

Preferred Experience: Strong problem-solving abilities to address customer complaints and operational challenges effectively. Ability to manage budgets, control costs, and maximize profitability. Thorough understanding of snack bar menu items, ingredients, and preparation methods.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution in order to qualify.

Misawa Air Base is located approximately 400 miles north of Tokyo, adjacent to Misawa City in Aomori Prefecture in Tohoku, which has a population of approximately 42,000 people. There are about 3,500 U.S. military personnel assigned to Misawa, along with 300 U.S. civilian employees and more than 1,000 local national employees.

What is NAF Employment?
NAF employment is considered federal employment. It is, however, different from federal civil service employment because the monies used to pay the salaries of NAF employees come from a different source. Civil service positions are paid for by money appropriated by Congress. NAF money, on the other hand, is self-generated by Air Force clubs, bowling centers, golf courses, and other activities that use NAF employees.
