This announcement is open to current National Oceanic and Atmospheric Administration (NOAA) employees on a permanent, competitive service appointment, NOAA Commissioned Corps Officers who are serving or who have served in the NOAA Corps at least 3 years, and Department of Commerce CTAP eligibles.
As a Program Management Specialist, you will perform the following:
Monitors the budget execution with various sources and types of funding for 1) facility operations and capital improvement projects; 2) designated NOAA vessel activities; 3) small boat program; and 4) GSA assets.
Serves as expert technical authority responsible for managing the diverse needs of NWFSC in the areas of facility operations, NOAA vessel support coordination, small boat program, GSA owned vehicles. Such oversight includes a) developing and implementing policies, procedures, and guidance; and b) performing inspections and investigations.
Analyzes and evaluates continual changes in program plans, funding, and relevant policies or regulations; and advises on their impact on mission operations and performance to management. Advises Senior Leadership and coordinates new or modified administrative/program policies, regulations, or objectives to achieve effective operations.
Facilitates scientific understanding through written communications and information exchange with established and new partners, other government agencies, industry, and general public.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZA-4 is equivalent to the GS-13/14.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 (GS-12) in the Federal service. Specialized experience MUST include all of the following:
Assisting with managing facilities or multiple major programs simultaneously involving various entities and support staff; and
Supporting development or execution of budget including tracking costs and schedules, and federal procurement processes.
