Duties

Help

The Director determines national motor carrier safety regulations concerning: vehicle safety equipment and inspection; repair and maintenance requirements; driver training and qualifications requirements; and physical qualifications (medical qualifications) rules for interstate truck and bus drivers.

The Director also participates as a key member of the Agency’s leadership team in establishing broad safety policies, program priorities, and overall resource allocations and provides direction over programs carried out by the Driver and Carrier Operations Division, the Vehicle and Roadside Operations Division, and the Medical Programs Division with a combination of 18 FTEs.

The Director provides executive leadership and guidance for GS-15 Division Chiefs managing these divisions with responsibility for:

  • Developing and promoting national motor carrier safety programs, policies, goals, priorities, initiatives and operational standards, including those for vehicle and roadside operations, driver and carrier operations, and medical programs concerning the physical qualifications of truck and bus drivers.
  • Providing policy, program, and technical interpretations on motor carrier safety programs and rulemaking activities to other segments of the FMCSA, the Department, other Federal entities, Congressional staff, the States, and the industry.
  • Providing national technical expertise regarding the safe operation of commercial motor carriers, vehicles, and drivers throughout the Agency and to the Department, other Federal agencies, and the Congressional staff.

The Director will provide executive direction and guidance in leading the three divisions responsible for establishing standards concerning medical qualifications for approximately 7,000,000 commercial motor vehicle drivers, training and testing requirements for more than 35,000 licensed healthcare professionals responsible for issuing medical certificates for drivers, motor carrier safety management practices for more than 700,000 interstate carriers, and inspection, repair and maintenance standards for commercial vehicles.

The Director also has responsibility for providing executive level leadership in maintaining a strong partnership with the American Association of Motor Vehicle Administrators to support the implementation of the National Registry of Certified Medical Examiners Program through which an IT system would be deployed in 2024 to enable the Agency to receive medical certificates from licensed healthcare professionals on a daily basis, and to transmit the results to the 51 State Driver Licensing Agencies to ensure that commercial driver’s license (CDL) holders have the required medical certification posted on their driving records.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications. 

TQ 1Demonstrated executive level experience in, the Federal rulemaking process (to include statutes such as the Administrative Procedure Act, and relevant Executive Orders), and working with the Office of Management and Budget’s guidance concerning rulemakings and regulatory guidance.

TQ 2Demonstrated executive level experience directing staff in reviewing and evaluating petitions for rulemaking and applications for exemptions from applicable regulations from private sector or State agencies.

A Senior Executive Service (SES) reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education.
