Duties

Help

The Deputy Chief Information Officer (DCIO) serves with the Chief Information Officer (CIO) to direct oversight of the OCIO and as a principal information technology and information security advisor to the Executive Director and other high-level Commission officials. The DCIO is accountable for strategic planning, developing, organizing, directing, and maintaining a comprehensive information technology and information resources management strategic plan that aligns to the agency business strategy, and for ensuring critical IT investments that impact business results are funded. The DCIO oversees the development and maintenance of the agency Enterprise Architecture (EA) to guide IT modernization in support of agency missions; monitors and evaluates the performance of information resource investments through a Capital Planning & Investment Control (CPIC) process; and advises the Executive Director, Chair, the IT Business Council and Governance Board, and other agency officials on whether to continue, modify, or terminate IT programs or projects.
  • Under the general direction of the CIO, the incumbent is responsible for the development, coordination, and maintenance of an integrated information and technology management program that meets the federal requirements including applicable laws (Clinger-Cohen, FISMA, etc.), regulations, and Government-wide policies (e.g. the Office of Management and Budget (OMB) Circulars).
  • The DCIO plans, formulates, and manages the FTC's IT budget working within the framework established by the agency. In this regard, the DCIO works in collaboration with the Chief Financial Officer (CFO) to ensure that program goals and objectives are achieved and that the FTC acquires and maintains the most effective and efficient integrated technology program possible within approved budgets. Oversees or prepares reports for the IT Business Council and Governance Board and as required by OMB and other oversight entities justifying initial IT investments and related ongoing maintenance costs.
  • The incumbent is accountable for the use of FTC's IT resources and related expenditures; ensures full disclosure of the information technology results of agency operations; develops and maintains in consultation with the CIO and other agency officials, to include but not limited to, the Executive Director, General Counsel, Chief Financial Officer, Chief Privacy Officer and Chief Human Capital Officer agency-wide policies governing the use of IT and telecommunication resources; and moves the agency ever further in the direction of secure, cost-effective, and integrated information systems.
  • The incumbent oversees a staff responsible for carrying out information and technology operations of the Commission and for protecting information and systems in compliance with Federal requirements. The DCIO is accountable for monitoring the execution of the Commission's E-Government initiatives and ensuring that implementation plans and milestones are updated and reported to OMB. In addition, the DCIO is responsible for the development of an optimal IT organizational structure and for continuous improvement in methods of information technology operations. The DCIO partners with program managers in performing process analysis and reengineering (as appropriate) to ensure the changing needs of the Commission are met through sound technical information management. The DCIO is also accountable for meeting the agency's IT and information resource management workforce and human capital needs using both federal employees and contractors, in collaboration with the Chief Human Capital Officer (CHCO) and the Chief Acquisition Officer (CAO).
  • The DCIO identifies information technology system, service, and software acquisition requirements and works with the CAO and Acquisitions program staff to identify and evaluate potential solutions. The incumbent also provides management oversight and executive level leadership over agency-wide IT projects and systems implementation.
  • Develops long-range plans and strategy to facilitate attainment of Commission goals, and objectives; identifies and proposes strategic objectives and performance measures relative to OCIO operations, and partners with the FTC Performance Improvement Officer (PIO) to establish realistic performance targets.
  • The incumbent collaborates with the Chief Privacy Officer and the agency's Privacy Steering Committee to ensure agency data integrity and security is maintained at the highest possible level and advises the Commission's top management and has frequent contact with Bureau and Office heads, officials of OMB and GAO, and officials of other government agencies and organizations associated with federal information and technology management.

  • You will serve a one-year probationary period unless you have previously completed the probationary period in the Senior Executive Service (SES).
  • The individual selected will be required to file an Executive Branch Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978.
  • The agency is currently exploring the possibility of increasing the use of remote work for current and future employees.
  • If selected, you will be permitted to temporarily telework from a location outside the local commuting are.
  • However, you may be required to report to the duty station listed on this announcement within 60 days. At that time, you will be eligible to request telework in accordance with the FTC's policy.

Qualifications

QUALIFICATIONS:
As a basic requirement, applicants must demonstrate technical and professional competence as described in the Mandatory Professional Credentials/Technical Qualifications section below and executive leadership capabilities as described in the Executive Core Qualifications (ECQs) of the SES listed below. Typically, experiences of this nature will have been gained at or above the GS-15 grade level or its equivalent in federal service, or with state or local government, private industry, or nongovernmental organizations.

If you are a current career member of the SES, are eligible for reinstatement into the SES, or have completed an SES Candidate Development Program and have been certified by the Office of Personnel Management's (OPM) Qualifications Review Board (QRB), you can apply for competitive and/or noncompetitive consideration. For competitive consideration, you must submit a resume and written statements addressing the Mandatory Professional Credentials/Technical Qualifications, ECQs, and other applicable qualifications. You must also provide documentation of QRB certification (i.e., SF-50 showing career SES status or OPM-issued SES qualification certificate).

MANDATORY PROFESSIONAL CREDENTIALS AND TECHNICAL QUALIFICATIONS:

Mandatory Technical Qualifications (should not exceed two pages per qualification):

MTQ 1: Experience in managing and securing multi-cloud operations to better serve customers and to achieve strategic IT and corporate missions, goals, and objectives. Experience in these areas should highlight success in continuous improvement through one or more of the following: artificial intelligence, zero trust security, or agile development.

MTQ 2: Experience in executing the majority of OMB A-130 policy areas that enable federal agencies to operate information as a strategic resource. Experience in these areas should illustrate familiarity with law enforcement and data analytic operations similar to or larger than the FTC's.

MTQ 3: Demonstrated experience in managing change for IT staff and customers in the adoption of new technology that displaced legacy technology, policies, or procedures to achieve strategic IT and corporate missions, goals, and objectives.

EXECUTIVE CORE QUALIFICATIONS: All applicants must submit written statements describing accomplishments that would satisfy the ECQs. You must respond to all ECQs and address each one separately, as failure to do so will result in a rating of 'ineligible' for the position. ECQ 5 - Building Coalitions: This ECQ involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
