Summary

NASA's Michoud Assembly Facility (MAF) is the nation's premiere site for manufacturing and assembly of large-scale space structures and systems. The Director is responsible for the operations of the total facility required to execute NASA's programs, projects, and missions performed at MAF. He/she assures MAF has the resources for accomplishing assigned programs, develops plans for utilizing MAF, and implements procedures to ensure all resources are legally and economically utilized.

This position reports to the Marshall Space Flight Center (MSFC) Center Director. The Director, Michoud Assembly Facility:

  • Defines, implements, and manages an operating structure aligned with the Center governance structure, including staffing plans, policy documentation, funding requirements, continuity of operations, workforce development and safety, and environmental compliance to assure effective support to NASA programs and projects utilizing MAF.
  • Supervises MAF employees and oversees matrix civil service and contractor staff associated with the management and operations of MAF.
  • Manages the full range of operations for MAF, including the technical capabilities (e.g. manufacturing, logistics, production, etc.), facilities, infrastructure, staffing, resources, partnership development and execution, and environmental compliance.
  • Defines, implements, and manages a business model(s) which organizes and operates MAF assets optimally to support NASA programs for manufacturing and production through evolution of those programs. This business model includes provisions for tenants and strategic partners and may include Space Act Agreements, Enhance Use Lease agreements, memoranda of understanding, or memoranda of agreement. Plans, negotiates, and manages the transition of MAF from a single to a multi-program facility and ensures multi-program requirements are aligned with Agency program requirements, funding and contractual vehicles, and the MAF operating model.
  • Coordinates and communicates MAF operating policy implementation activities to the Center, other NASA Centers, and NASA Headquarters on a regular basis.
  • Assesses and plans the future utilization of MAF total assets.
  • Represents NASA and MAF in promoting and maintaining good public and community relations, providing for the widest practical and appropriate dissemination of information concerning MAF activities.
  • Represents the Center Director within areas of assignment, to cognizant NASA Headquarters offices, other NASA Centers, and the academic and industrial community within the U.S.
  • Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA.   • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1 - Demonstrated experience in managing the operations, manufacturing and/or production of aerospace flight structures and systems. This includes, but is not limited to, technical capabilities (manufacturing, logistics, production, etc.), facilities, infrastructure, staffing, resources, partnership development and execution, and environmental compliance.

MTQ 2 - Demonstrated experience in making management decisions and recommendations on matters relating to strategy development, planning, and policies for a multi-customer organization.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.

NASA may discuss and consider candidate duty station location after selection, which means that the duties can be performed at one of the following NASA locations: Marshall Space Flight Center (MSFC) located in Redstone Arsenal, Alabama or Michoud Assembly Facility (MAF) located in New Orleans, Louisiana.
