Duties

Help

The incumbent is responsible for managing INV's budget forecast, execution, and allocations. The incumbent's duties and responsibilities may include but are not limited to the following. 

  • Monitors the directorate operational budget; reviews and checks requests for allotment of funds; and analyzes obligations and commitments ensuring compliance with spend plan.
  • Plans, coordinates, and implements annual and multi-year budgeting in support of assigned appropriations.
  • Communicates verbally with various levels of employees and management in order to obtain and provide information.
  • Independently conducts automated system actions, to maintain records, generate reports, and perform a variety of administrative responsibilities.
  • Monitors, analyzes, and evaluates work relative to development and/or execution phases of the Records Management program. Maintaining and disposing records in accordance with the OIG Records Schedule.
  • Monitor, advise and present reports on funds, allocations, and budgets as they relate to overall operational needs and budget requirements.  
  • Works closely with INV leadership team and procurement officer(s) to identify and fund prioritized projects and financial goals.
  • Monitors operational activities and requirements within allocated budget levels, including general expenses, overtime, awards and other than permanent employment costs.
  • Serves as the primary timekeeper responsible for reviewing accuracy of timecards and leave slips to ensure compliance with regulatory guidelines.
  • Serves as liaison to develop working relationships with internal and external customers.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. 

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. 

Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). 

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience in evaluating the economy, efficiency and effectiveness of program and management operations, identifying instances of fraud, waste, and mismanagement, and determining compliance with applicable laws, regulations, and policies relating to U.S. foreign policy, foreign assistance, or international security.
  • Experience in interpreting laws, regulations, and polices pertaining to administrative procedures.
  • Experience in compiling reports and data to support various budget actions using office automation system. 
  • Experience maintaining operational records management to include developing file plans and monitoring and disposing of records in accordance with records schedules.
  • Experience in planning and carrying out assignments independently, including coordination with staff and line management personnel, reporting progress, status and concerns.
  • Experience communicating effectively, both orally and in writing in order to prepare administrative guidance.
  • Experience analyzing and identifying problems, significant factors, data, and recommending solutions.
  • Experience evaluating processes and producing recommendations to improve the effectiveness, efficiency, and timeliness of work operations.

There is no substitute of education for specialized experience for the GS-12 position.

  • Knowledge of administrative laws, regulations, policies, concepts, and principles in order to analyze and make recommendations on administrative aspects of organizational programs and processes, provide management advisory services, and facilitate customer support.
  • Knowledge of techniques for developing new or modified administrative work methods, approaches or procedures for improving delivery of effective services.
  • Knowledge and skill in budget planning, execution, management, analysis and evaluation. Basic knowledge of financial management principles and techniques as they relate to long term planning of programs and objectives.
  • Knowledge of internal control programs and the related requirements to ensure compliance with policy and to prevent fraud, waste, and loss of funds in connection with mission activities.
  • Knowledge of office automation systems and information systems and technologies to maintain records, generate reports, and perform a variety of administrative responsibilities and related procedures in support of INV operations and the office to which assigned.
  • Ability to communicate orally and in writing to develop and deliver briefings, reports, and correspondence.
