This position is located within the Navy Region Southwest (NRSW), Fleet and Family Readiness (FFR) Program, N94 Region Marketing. Incumbent manages and supervises the conceptual development and production of marketing and advertising, designed to reach, inform and attract military personnel and their families to various FFR activities in a cost-effective manner.

A. SUPERVISORY DUTIES
The incumbent sets immediate priorities and prepares schedules for completion of work. Assigns work to subordinates based on priorities, difficulty of work to be performed, and employee's capabilities. Allocates resources and ensures their effective use.
The incumbent provides technical and administrative advice, instruction, and counseling to staff members. Works with other staff leadership to include Region Marketing Manager to ensure programming consistency and delivery timelines. Participates in planning meetings and development of annual marketing plans. Makes decisions on technical and personnel problems presented by subordinate staff.
The incumbent advises the program manager as to the operational status and readiness of personnel; recommends improvement measures regarding employment, personnel management, and control.
The incumbent interviews and makes selection, promotion, and reassignment recommendations for all subordinate positions. The incumbent develops performance plans and rates civilian staff members; conducts performance counseling and mentorship for subordinate employees. Approves leave and recommends awards and salary/bonus distribution for subordinate employees. Assists in resolving work related grievances referred by subordinates. Recommends technical and professional development training for subordinates.

B. PERSONAL WORK
The incumbent is responsible for interpreting customer requirements, planning, integrating, coordinating, and directing all projects; as well as, advising customers on the diversity of Commercial Activities capabilities and the synergistic composition of print, digital and social media resources. Establishes desktop publishing procedures for all subordinate operations to include visual aspects, general format and thematic requirements. Prepares, reviews and approves artwork, ensuring text and illustrations reflect proper grammar, punctuation, abbreviations, technical, scientific and professional terminology.
The incumbent supports the coordination of sponsorship requirements related to the
design and promotion of marketing materials for sponsored events, to include logo inclusion and associated guidelines. Supports the development of electronic media analytics, desktop applications and digital advertising televisions. Ensures that the design team works effectively with the regional FR webmaster to support design, content, update, compliance and efficacy of all websites and web pages representing FR Programs. Evaluates effectiveness through attainment of goals, tracking customer satisfaction, and feedback from installation/region program directors/managers.
The incumbent sets and adjusts short-term priorities and prepare daily work schedules to be accomplished by all subordinates, directly overseeing their performance. Reviews operational procedures and work methods in order to improve efficiency and effectiveness; is responsible for identifying production barriers and resolving customer service problems. Reviews work in the production workflow for quality, timeliness and accuracy.
The incumbent assists in the development of long-range estimates of resource
management needs, equipment, supplies, personnel, workload, project costs, training, and associated operational costs. Submits appropriate reports to the director. Monitors safety and industrial hygiene within the work environment relative to personnel health and safety. Conducts annual inspections and program reviews and advises the director as to the operational status and readiness of resources; recommends improvement measures regarding production, resource management, and control.
Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
Lifting up to 40 pounds may be required.
Qualifications
Knowledgeable of, and skilled in current technology, equipment, and techniques involved in the production of graphic design and multi-media production.
Experienced with graphic design software and production printers. Knowledgeable of and experienced with computerized systems and workflow processes, industry standard desktop publishing and graphic design software applications, principles and elements of design, color theory, typography, composition, and exhibit construction.
Knowledgeable and experienced with commercial cloud-based software, products and components to include, but not limited to: Microsoft Office Suite and Adobe Creative Suite.
Knowledgeable and experienced with the coordination of sponsorship and advertising requirements related to the design and promotion of marketing materials for sponsored events as well as the production, installation and display of paid advertising.
Skilled in written and oral communications needed to communicate effectively, prepare and present reports and briefs, as well as represent the organization through interactions with customers, high level officials, vendors, and organizations in a diplomatic and professional manner. Skilled in applying customer service and customer support principles and standards.
Knowledgeable of and experience with civilian personnel management, position classification standards, and selection process. Capable of effectively establishing measurable performance standards and then applying and evaluating those standards.
Knowledgeable of and experienced with the elements of the EEO/Affirmative Action regulations. Capable of effectively resolving issues at the lowest level utilizing the informal resolution system.
