Help

Administrative Leadership:

  • Plans, organizes, and directs the administrative activities in support of UFMS, ensuring that financial management systems, sub-systems, and cross-functional business systems comply with legal and regulatory requirements, and meet customer needs. In addition, the incumbent coordinates the overall UFM communications activities as well as the analysis, formulation, prioritization, development, and monitoring of IHS-wide business and financial management practices. Oversees multi-million-dollar systems support contracts. Serves as the UFMS change management lead and monitors the administrative functions associated with the major modules, primary products, technical systems, and structural architectures, data sources, applied standards point releases and testing, and operational costs that support the acquisition and systems life cycle change management process. Develops, consolidates, standardizes, and integrates business and financial management processes within IHS and HHS to ensure their proper administrative relationship to other functional areas. The incumbent researches, interprets, analyzes, and applies management principles of systems analysis, design, and development that integrate goals and objectives within the organization and financial management systems objectives.
Policy Establishment Procedures:
  • Establishes policies and procedures for accomplishment of the full and complete implementation, operation, and modification of the financial system and the integration of various related financial and administrative systems.
Supervisory Functions:
  • Plans and organizes the work of the division and determines the objectives and priorities within the available resources so that the delegated functions and work tasks are efficiently and effectively completed. Budgets, plans, organizes, monitors, and directs as appropriate the work of the DSRP staff in accomplishment of financial management systems program goals. The incumbent provides administrative and technical supervision to the division professional and technical staff, initiates awards, recommends promotions, evaluates training needs and oversees development of training plans, recommends approval of training, schedules, and recommends approval of overtime and compensation time, develops performance standards, maintains accurate and up-to-date position descriptions, recommends staffing levels, recruits, and provides for general staff development, effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases, and evaluation. Responsible for the development, application, and implementation of the Equal Employment Opportunity (EEO) requirements and the EEO program guidelines established by the IHS and Department as well as the performance appraisal system.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

  • Experience in overseeing a financial management program; experience in coordinating and integrating various business systems, managing costs, schedules, and performance; experience in daily operational management of end to end business processes; and experience in developing, implementing, and overseeing multi-million dollar support contracts. AND
  • Experience in leading the integration of various financial management systems as well as change management activities for financial management systems from design to implementation while managing costs, schedules, and performance; AND
  • Experience supervising or leading staff in the development and execution of policies, procedures, and operational guidance to improve the quality and efficiency of various business systems, manage risk, and ensure adherence to legislative requirements; AND
  • Experience in daily operational management of end to end financial management business processes, including developing, implementing and overseeing multi-million dollar support contracts, AND
  • Experience representing the IHS at HHS and in other cross-agency functions, as well as providing direction and solutions to managers/senior officials on financial management policies and procedures.
Supervisory or Managerial Abilities: Candidates must have demonstrated in their work experience or training that may possess, or have the potential to develop, the qualities of successful supervision, as listed under the appropriate category below.
  • Ability to motivate, train and works effectively with subordinates who have a variety of background and training
  • Ability to accomplish the quality and quantity of work expected within set limits of cost and time - Ability to plan own work and carry out assignments effectively
  • Ability to communicate with others effectively, both orally and in writing, in working out solutions to problems or questions related to work
  • Ability to understand and further manage goals as these affect day-to-day operations
  • Ability to develop improvements in or design new work methods and procedures

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
