Summary

The position reports to the Assistant Director for Partnerships in planning, scheduling, implementing, and executing outreach strategy for the state, aimed at targeting a diverse audience, including but not limited to new and beginning farmers, organic and transitioning to organic farmers, small and limited resource farmers, women, specialty crop producers, Hispanic producers, veterans, and other special emphasis groups that are defined as traditionally underserved.

Help
  • Develop, implement, and track a statewide outreach plan each fiscal year.
  • Serve as a specialist for outreach to traditionally underserved audiences and explain NRCS programs and policies for target audiences and underserved populations.
  • Assist in the development of specialized publications, talking points, presentations, and other communication materials to target the needs and priorities of individualized audiences throughout the state.
  • Coordinate with State Public Affairs Staff to prepare appropriate outreach materials and products, including but not limited to fact sheets, flyers, PowerPoint presentations, exhibits, brochures, video productions, talking points, etc.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (i.e., 52 weeks at GS-09 for GS-11, 52 weeks at GS-11 for GS-12)

To qualify for the GS-11 level:

Specialized Experience:
You must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:

  • Demonstrates knowledge and skill in applying public affairs and outreach policies and procedures to implement, review, and evaluate agricultural outreach initiatives.
  • Identifies barriers and recommend actions to remove such barriers.
  • Demonstrates knowledge of agricultural production methods and techniques and the agricultural, economic, social, and credit needs and problems of farmers, and of programs and services available to meet those needs. OR
Substitution of education in lieu of specialized experience: You must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in human resources, social or behavioral sciences, or in such fields as business or public administration, political science, government, management, journalism, marketing, public affairs, or other fields related to the position such as agriculture, agricultural economics, farm, livestock, ranch management, or rural sociology. OR

Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

To qualify for the GS-12 level:

Specialized Experience:
You must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:
  • Applying outreach, EEO and Civil Rights laws, regulations, policies, and precedents to formulate, implement, and evaluate effective outreach programs while applying expertise related to agency production methods and techniques to support the economic, social, and credit needs of customers.
Note: There is no education substitution for the GS-12 level.

  • This position is located in either Honolulu, HI or Hilo, HI. The location will be determined at the time of selection.
  • In addition to salary, compensation will also include a Cost of Living Allowance (COLA) of 9.28%. COLA is subject to change. COLA is not subject to Federal income tax and is not calculated as salary for retirement.
