Duties

Help
  • Coordinates the processing of legislative referrals from the Department's Office of Congressional and Legislative Affairs (OCL).
  • Determines the level of importance of the referrals, what type of responsive information is required, timeframes for responses to meet Departmental deadlines, and which Bureau offices must review and respond to the referrals.
  • Reviews, coordinates, and consolidates Bureau input into unified, written responses to legislative referrals.
  • Tracks bills recently introduced by Congress affecting the Bureau, and coordinates with Legislative Affairs Specialists to obtain legislative reports from BLM Headquarters and State Offices.
  • Assists in coordinating analyses of legislation to determine impact on BLM policies, programs, and procedures, and reviews and analyzes comments of technical and program experts.
  • Develops and maintains complete and current legislative files on all such legislation.
  • Coordinates the review of Congressional correspondence, and of the Division’s weekly Congressional and Legislative Report, and maintains the electronic records of the Legislative Affairs Division.
  • Assists in the development of briefing materials for Departmental and BLM witnesses and assists in their preparation for congressional hearings.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Analyzing Federal programs, policies, and Federal lands laws, including the Federal Land and Policy Management Act and other public land laws to analyze and synthesize a wide variety of comments from many reviewers sufficient to prepare responses to legislative referrals; experience organizing and maintaining program records; experience analyzing legislative or policy proposals related to Federal land resources, regulatory, management or operational issues; and communicating that work orally and in clear, concise writing. Experience and familiarity with land management issues or Congressional/legislative processes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
