Summary

As the Forecasting Team Lead, the incumbent of the position will perform the following duties:

Conduct quantitative and qualitative analyses on the Federal Buildings Fund and rent-related issues. Effectively present solutions through briefings, visualizations, dashboards, and reports. Manage reporting and analysis for the rent billing and revenue programs, including data management, maintaining tools and systems, and coordinating with partners within OCFO and PBS. Perform ad hoc queries and data mining in the Business Intelligence Framework and other OCFO and PBS applications to acquire data for analysis. Maintain program and administrative reference materials, project files and relevant background documents and makes available policies, procedures and written instructions from the supervisor; maintains current knowledge to answer questions from team members on procedures, policies, directives, etc. Prepare reports and maintains records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor. Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives. Implement policies, procedures, standards and controls to ensure effective and efficient use of available budget resources.

The GS-14 salary range starts at $116,393 per year. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience providing expert level assistance and authoritative advice on financial management policies and procedures; conducting analyses (e.g., related to technical questions/issues operating plans, project reports, etc.). of financial databases; and reviewing and approving financial data and analyses in management reports. This experience must include work with Inter/Intra-Agency Work Authorization Agreements and reimbursable funds.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Comprehensive knowledge of data analytic principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services; provide technical advice, guidance, and recommendations to management and other technical specialists, on critical data analytics issues; make recommendations that influence important GSA programs.
  • Proficient knowledge of analytical and evaluative methods; thorough understanding of how data analytics programs are administered to select and apply appropriate program evaluation and measurement techniques in measuring and evaluating program accomplishments/effectiveness.
  • Comprehensive knowledge and understanding of the principles, theories, and practices of government budgeting, accounting, and financial management in order to develop and implement new or revised policies and procedures.
  • Comprehensive knowledge of project management principles, methods, and practices, including developing plans and schedules, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
