Summary

Incumbent serves as an expert-level scientist in the federal government's safeguarding efforts aimed at preventing the introduction into the United States of foreign pests and diseases that pose an economic and ecological threat to the nation. Plays a key role in PPQ's Science and Technology Core Functional Area with respect to the application of technical and scientific findings to the development of risk analyses to establish consistent, scientific bases for commerce and program operations.

Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Plans and organizes the completion of quantitative risk analysis with special emphasis on risk communication and the transition between quantitative analyses and qualitative risk communication.
  • Develops and improves risk and spatial analysis and statistical methods associated with the characterization of risk and assessment of value of different, often complex risk management strategies.
  • Evaluates simulation models produced by the scientific community for best applicability to regulatory challenges.
  • Develops outreach, communication and training materials related to quantitative risk analysis; and develops guidelines and standards for the use of quantitative risk analysis products.
  • Provides coordination, oversight, and review of risk analysis methods in other facilities, including those used by trading partners and domestic cooperators.
  • Collects and records information related to the improvement of model parameters or other relevant estimates that are part of risk analysis.
  • Using new or modified techniques the incumbent plans, organizes and directs experiments and studies to improve data gathering procedures for estimation of parameters relevant to risk analysis.
  • Represents APHIS in meetings, conferences, and other forums; makes contacts with foreign officials, Federal Agencies, universities, and various industrial groups regarding agricultural quarantine.
  • Documents, develops, and evaluates procedures for risk management of plant pests in agricultural and natural systems.

  • The incumbent could encounter plant pathogens of high risk or Select Agents outlined in the 7 CFR 331 that will require the incumbent to submit to an FBI background investigation.
  • The work is generally sedentary; however, some on-site trials and evaluations may require physical exertion such as walking through agricultural or forestry settings and climbing ladders on ships or aircraft.
  • The work is usually performed in a dry laboratory setting, occasionally some exposure to moderate discomfort is encountered on field trips such as extremes of heat and cold, and inclement weather.
  • The incumbent must be able to lift 40 pounds and climb ladders.
  • Domestic and international travel may be required.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR Combination of education and experience: post high school education with courses equivalent to a major, which is defined as 24 semester/36 quarter hours, in the biological sciences, agriculture, natural resources management, chemistry or related disciplines appropriate to the position, PLUS appropriate experience or additional course work.

In addition to meeting the basic requirement, applicants must meet the following qualification requirement:

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Conducting quantitative analyses using techniques such as spatial analysis, computer simulations, and applied statistics.
  • Applying geographic information systems and using statistical software/programming languages to solve real world problems.
  • Modeling complex biological and ecological systems, particularly related to plant health, pest and disease spread, and the environmental conditions that cause pest and disease outbreaks.
  • Clearly communicating scientific information orally and in writing to wide variety of technical and non-technical audiences.
  • Working with customers, teams, or working groups to identify issues that impact plant health or agricultural programs and developing novel solutions.
Note: There is no education substitution for specialized experience at this grade level.

TRANSCRIPTS are required if:
  • This position requires specific coursework or a degree in a specific field to be basically qualified.
  • This education must have been successfully completed and obtained from an accredited school, college, or university.

  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.

  • Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
