The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Public Affairs Specialist (Congressional and Media Relations Specialist), you will:

  • Monitor and report on pending legislation, relevant committee hearings and debates/votes on the floor of the House and Senate.
  • Respond to information requests from the news media and specialized and general publics on the organization's program in written and oral form.
  • Coordinate visits from international organizations interested in learning about TIGTA's audit and investigative functions.
  • Serve as point of contact (POC) for Council of the Inspectors General on Integrity and Efficiency (CIGIE), which is a council made up of all of the Presidentially appointed Inspectors General.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience for the GS-13 grade level is one year (52 full weeks) of experience at the GS-12 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience for this position includes:

- Planning, directing and executing a Congressional/Legislative program to convey information on Agency or Organization programs; AND
- Responding to information requests from news media and the general public pertaining to Agency or Organization's program; AND
- Planning, directing and executing communication and media campaigns intended to develop interest in Agency or Organization programs.


Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience for this position includes:

- Experience in executing a congressional liaison program; AND
- Experience in coordination, implementation, and evaluation of an organization's internal communication program; AND
- Experience in designing, developing, writing and editing professional communication products; (e.g. internal newsletters, speeches, press releases); AND
- Assisting in the development and implementation of communications initiatives, including communicating the principles and techniques that relate to the public affairs of an organization.


Specialized Experience for the GS-11 grade level is one year (52 full weeks) of experience at the GS-09 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience for this position includes:

- Experience in assisting with coordination, implementation, and evaluation of an organization's internal communication program; OR
- Experience in writing and editing professional communication products; (e.g. internal newsletters, speeches, press releases); OR
- Communicating principles, methods and techniques that relate to the public affairs of an organization.

OR
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree OR3 full years of progressively higher level graduate education leading to such a degree ORLL.M., if related
OR
You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.


Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-09level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
