The Program Manager works independently under the Associate Service Chief - Ambulatory Care Clinical Pharmacy Services and Chief of Pharmacy, or designee, and keeps them apprised of trends/problems associated with their assigned areas. The primary responsibility of the Program Manager, Formulary Management and Quality Management is the management of the overall operation and scope of pharmacy activities performed in the pharmacoeconomic section of the Pharmacy Service. The Program Manager (PM) has specialized knowledge regarding pharmacoeconomic program development, implementation, monitoring and reporting as well as medication formulary issues and quality management. The Clinical Pharmacy Specialist functions as part of the Pharmacy team to accomplish department missions and goals as well as provides forward thinking leadership within the Pharmacy Service. This individual must challenge traditional assumptions, be innovative, solve system problems creatively, be resourceful and willing to take risks in proposing solutions to system related problems. The PM will work collaboratively with Associate Service Chief - Acute Care Clinical Pharmacy Services, Associate Service Chief - Ambulatory Care Clinical Pharmacy Services, Associate Service Chief - Pharmacy Operations, Program Manager - Pharmacy Informatics, Chief of Pharmacy, Inventory Program Manager, Pharmacy Supervisors, and other health care professionals as appropriate to continually review and implement the goals of the pharmacy department at the VACT.

Functions include but are not limited to the following descriptions:

  • FORMULARY MANAGEMENT:
    • Participates in facility, VISN and National committees and workgroups to implement cost savings initiatives as identified within VHA.
    • Coordinates medication conversions to comply with local, VISN, and National contracts or approved formulary substitutions. Provides information to patients, providers, and other healthcare personnel regarding the conversion process to promote a safe and efficient transition.
    • Serves as a resource and works with providers as well as pharmacy staff to ensure compliance with national, VISN and local initiatives.
    • Develops, implements, and manages programs to optimize drug therapy costs, including participation in the development of drug cost saving initiatives and formulary conversions.
    • Identifies areas where patient education may increase the cost-efficiency of drug therapy. Designs and implements programs for patient education and measures the impact of the programs.
    • Provides oversight for the electronic formulary by working collaboratively with the Pharmacy Informatics Program Manager to verify that drug information, formulary indicators, drug messages and formulary alternatives have been completed.
    • Assists Pharmacist Inventory Program Manager with drug recalls and shortages as needed. Reports recalls at Medication Management Committee (MMC) meetings.
    • Routinely appraises Associate Service Chiefs of Pharmacy Service, Pharmacy Supervisors and/or Chief, Pharmacy Service of any problems affecting rational drug therapy, cost impacts, etc., and offers recommendations for consideration by management.
    • Interfaces with internal and external customers to identify, develop, and implement appropriate cost-containment opportunities.
    • Promotes rational and cost-effective therapy and prepares educational communications including bulletins, newsletters, and policy memos to inform providers, nurses, pharmacists, and other pertinent staff on the appropriate utilization of drugs.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f)
  • Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT)
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
Grade Determinations:

Experience: In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level (GS12).

The Program Manager manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics(CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs.

Pharmacists assigned to this position must demonstrate the KSAs identified below:
  • Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
  • Expert understanding of regulatory and quality standards for their program area.
  • Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
  • Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
  • Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
Additional functions include but are not limited to the following descriptions:
  • ADMINISTRATIVE & PROGRAM MANAGEMENT:
    • Participates in the development, maintenance and enforcement of Pharmacy and Health System Policies and procedures.
    • Has the following responsibility as a member of Medication management Committee (MMC): serves as liaison with MMC Chairpersons, recorder of meeting, consultant with medical staff for matters pertaining to MMC, prepares MMC agenda/minutes/highlights, assures adherence to drug use policies developed thru MMC.
    • Assists in developing, managing, coordinating and reporting medication utilization reviews/evaluations (i.e., MUE) and serves as a member of the MUE Subcommittee.
    • Assists in designing, conducting, and participating in studies, audits, and evaluations concerning utilization of drugs under the auspices of the MMC and MUE subcommittee.
    • Reviews assigned electronically submitted non-formulary drug requests (NFDR) adhering to National VA PBM Criteria for Use. Completes review and documents adjudication in CPRS in a timely manner as determined by VISN and National PBM leadership.
    • Acts as a liaison between Pharmacy service and other healthcare providers to develop programs for improvement of drug use.
    • Provides formal and informal pharmacotherapy consultations, drug information services and serves as a resource to pharmacists, providers, and other healthcare professionals in all areas of clinical practice.
    • Attends and participates in clinical pharmacy meetings and other professional committees.
  • CLINICAL PATIENT CARE SKILLS:
    • Employs tailored counseling strategies to maximize effective communication with patients, such as patient-friendly language in verbal and/or written form, teach-back methods, and motivational interviewing.
  • EDUCATION AND TRAINING FUNCTIONS:
    • Educates medical staff regarding formulary management, approved clinical guidelines and the cost-efficient use of drugs. Education is provided through in-services and one-on-one encounters. Where possible, uses data to assess the impact of these educational interventions.
    • Serves as a preceptor for pharmacy students and/or pharmacy residents in formulary management and quality management. Maintains an organized, structured, rotational experience. Evaluates trainees both formally and informally and provides formative and summative feedback based on performance.
  • MEDICATION DISPENSING AND DISTRIBUTION:
    • Performs all pharmacy distributive functions according to the VHA and local policies to provide comprehensive pharmaceutical services in a timely fashion to meet the needs of our patients and medical center staff.

Preferred Experience:
  • Must possess interpersonal skills to effectively function with health care professionals and patients.
  • Strong verbal and written communication skills are essential.
  • Must possess an advanced set of knowledge and skills in managing and educating patients receiving medication therapies as evidenced by completion of a pharmacy practice residency and/or board certification or equivalent experience.
