Duties

Help

This position is located within the Advisory Council on Historic Preservation (ACHP), Office of Federal Agency Programs (OFAP).

The incumbent coordinates the development and delivery of the ACHP's training program for Section 106 of the National Historic Preservation Act, 54 U.S.C. § 306108, 36 C.F.R. part 800 (Section 106), through onsite Section 106 training and the development and delivery of distance learning opportunities in coordination with internal and external partners. At the full performance level (GG-13) the major duties of this position include, but are not limited to the following::

1. Serves as the Office of Federal Agency Program's primary adult education specialist; develops curriculum, class instruction, and guidance materials for general training and outreach concerning Section 106;
2. Identifies and recommends improvements to the ACHP's Section 106 training program to expand its outreach, improve its effectiveness, and increase the efficiency of delivery;
3. Develops reports and findings on the effectiveness and efficiency of the training program;
4. Develops and works with staff to implement tailored Section 106 training and outreach to State Historic Preservation Officers, Indian Tribes, federal agencies, and local communities regarding implementation of the Section 106 regulations and the requirements of the National Historic Preservation Act; and
5. Develops distance learning tools and resources, in coordination with internal and external partners, to expand the reach of the training program through online courses, webinars, video conferencing, and other appropriate tools.

The ACHP has determined that the duties of this position are telework eligible. Telework arrangements are subject to ACHP policy.

Salary Information
GG-13 salary = (Step 1/$112,015 - Step 10/$145,617) per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Specialized Experience for the series to which you are applying.

(1) Specialized Experience
To qualify for the GG-13, you must possess at least one full year of specialized experience equivalent to the GG-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is defined as demonstrated experience:

  1. teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment related to Section 106 of the National Historic Preservation Act, 54 U.S.C. § 306108, 36 C.F.R. part 800 (Section 106);
  2. supervising or administering a training program; and
  3. developing or reviewing of training/course materials, aids, devices related to Section 106 of the National Historic Preservation Act, 54 U.S.C. § 306108, 36 C.F.R. part 800 (Section 106); and
  4. evaluating training results.

If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
