DUTIES AND RESPONSIBILITIES

  • Serves as the designated program manager of sexual assault victim support services, oversees local implementation and execution of the Sexual Assault Prevention and Response (SAPR) Program, and ensures comprehensive victim services are provided through a coordinated community response.
  • Coordinates with other victim support resources, such as chaplains and medical treatment facilities (MTF), to meet victim needs.
  • Appraises performance of the SAPR Victim Advocates and ensures quality and continuity of the care.
  • Provides case management of all reported cases of sexual assault in their Area of Responsibility (AOR) from initial report through final disposition.
  • Ensures all unrestricted reports of sexual assault are presented monthly to the Sexual Assault Case Management Group (SACMG) until transfer/closure.
  • Conducts ongoing assessment of consistency and effectiveness of the SAPR Program and service care system within the installations in their AOR and supports the development and implementation of the installation SAPR Program and all tenant Naval commands.
  • Tracks the status of the SAPR Program within their AOR: issues, trends, areas needing improvement, effectiveness of local case management, and installation climate.
  • Ensures victim advocacy services includes the capacity to respond by telephone and in person 24 hours a day, providing support and assistance to victims of sexual assault, including response within 60 minutes of the referral, either telephonically or in person and procedures for contacting volunteer advocates, as well as specific protocols that govern the duties and responsibilities of the SAPR Victim Advocate.
  • Maintains victim and incident case information, subject demographics and disposition, and training records for case management and monthly reporting through DSAID in accordance with regulatory and policy guidance and as established by DOD and Navy policy.
  • Uses standardized curriculum, as provided by CNIC HQ SAPR, to commands and SAPR Victim Advocates (VA), SARCs, and other SAPR trainings as requested.
  • Coordinates and implements marketing materials and other tools to support the SAPR Program.
  • Coordinates with commands to ensure command SAPR personnel are properly trained to provide briefings to commands to enhance awareness of sexual assault issues such as proper reporting procedures, maintaining victim confidentiality, and available victim support services.
  • Interfaces with military and, if available, civilian agencies to identify relevant resources and means of accessing appropriate services to promote availability of victim advocacy services and support systems.
  • Facilitates the development and collaboration of installation SAPR public awareness campaigns to include planning of local events.
  • Collaborates with local community crisis counseling centers, as needed, to augment or enhance the installation SAPR Program.
  • Incumbent serves as a consultant and instructor on a variety of WFL topics and issues. Provides informative and tangible advice, assistance, and instruction to address customer concerns, needs and requirements associated with Navy-life (deployment/separation; frequent relocation, transitioning from military to civilian life, etc.).
  • Evaluates, interprets and acts upon data received through customer interviews, general research provided by other agencies/academia, and community based resources.
  • Implements and monitors service provisions to evaluate and ensure client satisfaction and effectiveness.
  • Works independently to provide guidance and training to deliver course curricula and prepare accompanying resource materials.
  • Organizes and implements initiatives such as job fairs and executive career study groups that invite prospective employers to the installation.
  • Develops, coordinates, conducts and evaluates workshops, seminars, general military training, etc., for customers within specific areas of responsibility, such as Career and Transition Support, Deployment Support, Personal Financial Management, Relocation Assistance, and Information and Referral.
  • Maintains relationships with on-and-off base agencies, private organizations, advisory councils, special interest groups and other resources that may be beneficial in supporting program initiatives.
  • Conducts needs assessments to address programmatic changes, using interview data and changing demographics to identify and analyze local and national trends and issues.
  • Develops operating policies and procedures, programs, classes/seminars, promotions, integrated program delivery with other installation/region/agency staff.
  • Prepares and assists in informative/instructional presentations, correspondence and binding agreements such as memoranda of understanding to formalize agreements and roles.
  • Designs and establishes effective ongoing public information, marketing, and public relations campaign that promote participation in programs.
  • Performs other related duties as assigned.

  • Must be able to obtain and maintain a Secret Security Clearance.
  • Must pass all applicable records and background check.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Must be a U.S. citizen or national.

Qualifications

To qualify for this position, candidates must the qualification identified below. Candidates qualifying for the position must provide sufficient information to demonstrate how these requirements are met.

Bachelor's degree or higher in behavioral health, social science or criminal justice AND two (2) years of specialized experience that demonstrates acquired knowledge of one or more of the behavioral health or social sciences field

OR

a combination of education and 4 years of specialized experience that demonstrates acquired knowledge of one or more of the behavioral health or social sciences field.

Additional information

Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

  • Compensation includes base pay, a Post Allowance which is a non-taxable (federal) allowance based on the Singapore dollar rate exchange, and a Living Quarters Allowance sufficient to pay for a housing unit within close proximity of the workplace. You may also ship and/or store your household goods. These and other benefits are available to those personnel hired on an overseas transportation agreement.

  • Combination of education and four (4) years of specialized experience that demonstrates acquired knowledge of one or more of the behavioral health or social sciences field
Applicants who meet minimum qualifications will be further evaluated for:
  • Years of experience working with military, civilian, medical, social service, law enforcement and legal personnel on behalf of victims
  • Years of experience in providing sexual assault prevention response training and briefings
  • Years of experience as a victim advocate in a sexual assault prevention and response program
  • Years of experience in entering entering information in a database or case management system
  • Experience in various Work and Family Life topics and areas (e.g., Transition Assistance, Personal Finance Management)
  • Years of experience in gathering data, compiling statistics, implementing and monitoring service provisions, and making recommendations to higher level supervisors at installation, regional and DoD levels
  • Years of experience in developing, coordinating, conducting, and evaluating workshops, seminars, and general military training in career support, transition assistance, relocation services, deployment support, personal finance management, or as an ombudsman
  • Years of experience in organizing and implementing initiatives such as job fairs and facilitating joint program events and presentations in recreation, lodging, housing, barracks and other installation facilities
  • Years of experience in conducting interviews to establish the nature and extent of concerns and issues, and providing assistance to develop goals and plans to determine appropriate referral services and options
  • Experience in preparing presentations and public speaking
  • Possession of a nationally-recognized financial counselor certification (e.g., Accredited Financial Counselor (AFC/AFCPE))
