This position will be hired under STRI, with a duty station at the National Museum of Natural History, Washington, DC.

This position serves as the Information Technology Specialist, Data Manager/Enterprise Architecture (IT Specialist (DATAMGT), for ForestGEO. The Information Technology Specialist, Data Manager/Enterprise Architecture (IT Specialist/DATAMGT) will focus on the creation and implementation of a network-wide data information system to support the program’s scientific mission of conducting research on forest dynamics.         

In this position, you will:

  • Develop and implement data pipelines and workflows as new enhancements to the existing data structure.

  • Create data management solutions and informatic workflows, implement data standards, and develop data architectures needed for data acquisition, use, and storage. Use best practices in web development and database applications, ensure progress on data system design, development, and maintenance, and serve as a technical representative on related contractual services.

  • Conduct in-depth technical analyses of alternatives and work closely with researchers to develop and implement appropriate software tools, new workflows, and either take appropriate action or recommend new kinds of calculations and modeling scenarios which are required for cutting edge research.
  • Develop and provide training to researchers and partners on the ForestGEO data system and serve as a liaison with global partners.

Qualifications

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service.  For this position, specialized experience is defined as experience applying software tools used by scientific researchers in order to carry out software analysis, modification and implementation to modify and enhance workflows for scientific researchers.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

 

In addition to meeting the Specialized Experience for all positions individuals must have related experience demonstrating each of the four competencies listed below:

  4. Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations.

Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years. Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4-year limitation. The appointment to a term position does not confer eligibility for permanent employment.

  • Knowledge in developing and carrying out innovative approaches in accordance with the researchers and the project objectives using modern programming languages (e.g., SQL, R, Drupal, HTML, C, JavaScript, Python, XML, PHP, TypeScript, CSS, etc.).
  • Knowledge of client-Server, object-oriented, and/or relational database systems and applications, web-database back and front-end interfaces, standards and conventions for data management and administration, and systems life-cycle management.
  • Ability to develop algorithms and technical workflows to track biological and environmental scientific research.
  • Ability in developing and providing training to others on data systems, developing documentations and standards for a database structure/system.

  • Better Category - Meets the minimum qualification requirements and satisfies most of the job-related competencies above.
  • Good Category - Meets the minimum qualification requirements but does not satisfy most of the job-related competencies above to a substantive degree.

This category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.
