As a team leader and senior advisor, provides expert advice and assistance to AQD managers and staff on the acquisition of highly complex equipment, supplies, and services that have a significant impact on the operations of DOI, IBC and other agencies.

Duties

Help
  • Ensuring AQD's strategic plan, mission, vision, values, and goals as a premier acquisition shared services provider are integrated in the daily work processes of the team;
  • Coaching and directing performance of assigned projects and assuring continuous progress; and conducting in-depth analyses of assignments to ensure compliance; and reporting findings to management;
  • Providing expert guidance and leadership to team members on performing the full range of procurement and contracting functions for unique, extremely complex procurement actions, which may set precedence;
  • Serving as Contracting Officer with delegated contracting officer authority; authorized to solicit contractual proposals and negotiate, award, execute, administer; and terminate public contracts;
  • Directing acquisition strategies for a series of complex, long-term, multi-agency acquisitions; and serving as the focal point for formal source selection and making final source selection decisions;
  • Furnishing assistance with on-the-job training for staff in support of performance of their duties;
  • Supplying marketing advice to senior managers and promoting streamlined contract services with potential clients in other Federal Agencies or entities;
  • Instilling flexibility and adaptability to change in team members based on fluctuations in workload and/or customer assignments.

Qualifications

ALL APPLICANTS FOR THIS POSITION MUST POSSESS THE FOLLOWING BASIC REQUIREMENTS:

A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (NOTE: You are required to submit your unofficial college transcripts from an appropriately accredited educational institution in order to document completion of the educational requirements for this position. The unofficial transcripts must be legible and include your name, major, school name/location, course title/number, date completed, grade, number of credits earned, and degree(s) conferred. In the case that your transcripts do not show that a degree was conferred, you may submit your unofficial transcripts AND a copy of your degree certification. If selected, official transcripts will be required prior to establishing an entrance on duty date.

AND

At least 4 years of experience in contracting or related positions - 1 year of which is specialized experience or equivalent to work at the next lower level in the Federal service.

AND

ONE OF THE FOLLOWING:

  • A current Federal Acquisition Certification - Contracting (FAC-C) Professional Certificate
  • A current DoD Contracting Professional Certification

One year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience in: Coordinating and assuring procurement actions are compliant with policies and consistent with mission objectives, to include departmental and customer-specific policies; ensuring that appropriate documentation is compliant with governing policies and ensuring provided documentation supports justifications (such as sole source acquisitions) as well as supports the decision rationale for all procurement actions; conducting and leading pre-award and post-award conferences; guiding customers and staff members in operational procurements for which little or no contractual precedents exist to assist them with developing and modifying statements of work, acquisition plans, justification and approvals, and pricing analysis; using innovative procedures and techniques to award complex, competitive negotiated contracts; directed sources acquisitions using Socioeconomic Programs (Small Business Administration 8(a)) and other contracts to produce a positive outcome for the client; developing and providing sound recommendations on innovative contractual arrangements to resolve critical procurement problems and satisfy unusual procurement situations; developing procurement objectives for the program in terms of competition and price range, and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies, and similar considerations; serving as a lead negotiator and planning the negotiation strategy to ensure attainment of goals and arriving at an agreement in the best interests of the Government in technical and cost areas; leading staff in support of an acquisition program and/or project, ensuring performed work is compliant and timely.

Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, employees will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. If using this exception to qualify, you MUST submit an SF-50 that supports the title, series, and grade occupied on 01/01/00.Only experience and education obtained by the closing date of this announcement will be considered.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

A written test is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

You will receive credit for all qualifying experience, including volunteer experience.
