Duties

Help
  • Monitors fill-time and fill-rate for serviced activities/components and provides review and analysis of these and related program results by using various HR tools such as USA Staffing, and the DoD OIG system for managing hiring actions.
  • Assists in developing and monitoring data. Compiles and analyzes a variety of programs, production, advisory and demographic indicators to identify adverse trends and potential trouble spots.
  • Collaborate with subject matter experts (SMEs) and team members to ensure compliance with regulations, policy, and guidance established by external and internal organizations.
  • Provides technical support in achieving Human Resource Information System (HRIS) data management goals. Defines functional and technical requirements and collaborates with stakeholders to manage changes and improvements do HRIS data products.
  • Conducts studies to identify areas where automation can effectively eliminate labor intensive HR manual systems or enhance current automation.
  • Coordinates with the HR counterparts to ensure system changes, updates, and enhancements are implemented properly and timely.
  • Serves as the Administrator of the USA Staffing or other automated recruitment system.
  • Manages the Pathways Program and an internal onboarding process.

Qualifications

Time in Grade:

For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.

For entry at the GS-13, level you must have 52 weeks of specialized experience at the GS-12 grade level: Specialized Experience is defined as: Knowledge of concepts, principles, practices, laws, and regulations of Human Resources information systems. Conduct and analyze a wide range of qualitative and/or quantitative methods. Develop, interpret, and analyze data extracts and reports from automated Human Resources databases and/or developing the most efficient and effective automated systems approaches for presenting HR reports and graphics. Research, analyze and present IT regulatory or policy changes impacting HR operations. Serve as an administrator of USA Staffing or other automated recruitment systems.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

There is no substitution of education for the qualifying experienceat the GS-13 grade level.

Only experience obtained by the closing date of this announcement will be considered.
