Summary

This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (FBC), Budget Division (BD). The incumbent performs a full range of budgetary functions and duties associated with all phases of the FPAC-FBC-BD budget process for certain assigned program areas and implements budgetary policies affecting the financing.

Duties

Help
  • Collaborates with senior managers to set objectives to meet short -and- long term budget needs of the agency/program(s) and assists in establishment of activity schedules to meet planned objectives.
  • Reviews and analyzes historical data and compares to current spending information and trends for major national programs.
  • Resolves complex problems of prediction and forecasting which result from uncertainties or changes in the operating programs.
  • Analyzes and interprets legislation regarding scope, availability, and use of appropriated and Commodity Credit Corporation (CCC) funds.
  • Plans, coordinates, and directs the transfer of CCC and conservation reserve funds to other Agencies and departments as authorized.
  • Formulates and administers budget planning, policies, systems, procedures and strategies for CCC programs and CCC funded conservation programs.
  • Analyzes and makes recommendations in collaboration with program officials on the adequacy and effectiveness of overall budget policy of programs funded by CCC.
  • Provides advice to top management on the Federal budget process.
  • Reviews, evaluates and makes recommendations on financial aspects of new programs, changes in existing legislation impacting CCC, Conservation Reserve, and other programs and expenses.

Qualifications

Specialized Experience: To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 level or higher in Federal service, or comparable experience not gained through Federal service. This experience includes working experience with programs funded by the Commodity Credit Corporation Charter Act of 1948 or with other programs funded or financed through borrowing authority from the U.S. Treasury; developing, recommending, and implementing budgetary policies affecting the financing and accomplishment of assigned national programs; providing authoritative interpretations of Congressional legislation and OMB policies and precedents; and developing proposed appropriation language in support of new or revised program and budgetary requirements.

Applicants must meet all qualifications and eligibility requirements by the 10/18/2023 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.

Time in grade: Current Permanent FPAC Business Center employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not applicable at the GS-14 grade level. Transcripts ARE NOT required.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
