Summary

The Office of Evaluation Sciences (OES) provides expertise and support on leading practices for evidence-building and evaluations, and partners within GSA and with Federal agencies to answer priority questions using rapid and rigorous evaluation.

As a Division Director you will oversee a OES division, providing strategic direction, and daily management of the staff and work. This remote position is located in the Office of Evaluation Sciences within the Office of Governmentwide Policy.

Help

The Office of Evaluation Sciences (OES) supports General Services Administration (GSA) and other federal agencies to generate and use evidence to better serve the public. The OES Governmentwide Division works across government to provide support and applying evidence, and providing end-to-end support in the design of evidence-based program changes and rigorous evaluations to measure impact. The GSA Evaluation Division was established in 2022 to work within GSA to identify opportunities for learning, lead evaluations and produce evidence to support strategic decision making. Annually OES delivers over a dozen high quality evaluations to understand what works, what works best, and what does not work with actionable findings for GSA and agency partners.

The Division Director:
  • Determines the overall strategic plan for the Division for near-term and long-range goals and objectives
  • Formulates and implements long-range and multi-year evidence building portfolios designed to ensure that priority federal evidence gaps are addressed.
  • Ensures the Office of Evaluation Sciences (OES) delivers high quality rigorous evaluations annually with actionable findings for partners.
  • Sets Division annual goals and corresponding activities in strategic areas and ensures they are met.
  • Manages staff who lead complex evaluations, oversee large portfolios of work, evaluate relevant agency priorities and directions.
  • Ensure OES is supporting implementation of the Evidence-Based Policy Making Act and leading practices for evidence generation.
  • Manages the work of multiple, diverse teams simultaneously. Responsible for Division staffing and team performance.

The GS-15 salary range starts at $136,908 per year.   

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience:

  • Developing and implementing strategic plans, annual organizational performance plans, key performance indicators, or regular performance reviews encompassing a range of stakeholders for an organization; and
  • Managing employees and/or leading teams to conduct research, evaluation, and data analysis; and
  • Overseeing agency level program evaluations (including randomized evaluations) and subordinates in applied policy settings; and
  • Presenting evaluation findings and evidence based policy recommendations to senior level management or leadership; and
  • Designing, implementing and analyzing program evaluations (including randomized evaluations).

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Skill in identifying, developing, modifying, and executing short-term and long-term strategic plans for an organization, encompassing knowledge of budgeting, regulatory and legal compliance, economic conditions, and administration and agency priorities.
  2. Skill in program evaluation including impact evaluation (assesses the causal impact of a program, policy, or organization or aspect thereof, on outcomes relative to those of a counterfactual) methods (including randomized and quasi experimental evaluation methods) and descriptive studies.
  3. Ability to represent the Director in dealings with top officials at GSA and government wide leadership to support and defend plans and programs and obtain cooperation in executing the mission and objectives of the Office
  4. Knowledge and experience implementing strategic evidence-building initiatives (for example managing several simultaneous evaluations or managing large organizational level efforts to generate and use evidence from program evaluations)
  5. Skill in planning, organizing, and directing the work of the large teams.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
