Duties

Help
  • Recommends procedures for procurement of permits as required by Resource Conservation and Reclamation Act (RCRA) and the Comprehensive Environmental Compensation Liability Act (CERCLA).
  • Coordinates with the Defense Reutilization and Marketing office (DRMO) to ensure a productive disposal program for hazardous material/waste.
  • Coordinates reporting requirements go the appropriate regulatory agencies and prepares the annual-and biannual reports for the Environmental Protection Agency.
  • Prepares and presents briefings to higher level management and command staff including information regarding program progress or recommendations for program enhancement.
  • Keeps accurate and current account of the status of OMA and MCA projects, and following ground-breaking, performs regular field inspections to assure compliance with the accepted designs, scope of work, and the environmental laws.
  • Prepares various scope of work statements for the procurement of services provided by Architect/Engineering (A/E) firms.

  • Must obtain Contracting Officer Representative (COR) certification within 1 year of start date.
  • Valid state driver's license is required and must be able to obtain and maintain a governments driver's license.
  • Must obtain Hazardous Material Manager Certification within 1 year of start date.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Environmental Specialist:

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes developing environmental management plans for air quality, surface water quality; recommending procedures for procuring and administering permits as required by the Resource Conservation and Reclamation Act (RCRA), Emergency Planning and Community Right-to-Know Act (EPCRA), and the Comprehensive Environmental Compensation Liability Act (CERCLA); performing environmental inspections, providing spill response, and managing materials involving hazardous or toxic material/waste. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.   • Direct Deposit of Pay is required.
